제7차 노동당 대회 이후 대미정책 전망

국문 초록

본 연구는 제7차 노동당 대회의 의미와 성격을 기초해서 북한정권의대미정책 전망을 미북평화협정체결문제를 중심으로 하여 분석하고 있다. 북한정권은 현재 국내외적인 불안한 환경에 둘러싸여 있다. 절대우방국이었던 소련이 자본주의국가로 전환하고 국제공산주의는 1989년민주혁명을 계기로 완전히 무력화된 상황이다. 더구나 유일한 우방국이자 생명선이 중국사회주의정권 역시 지금은 일당독재체제를 유지하고있지만 향후 세계사의 변화에 따른 급변사태가 일어날 가능성이 농후한실정이라고 하겠다. 이런 상황에서 북한정권은 세계사의 시대적 흐름과조응하여 개혁과 개방체제로 나아가기 보다는 도리어 시대역행적인 독재체제와 군사모험주의체제를 유지하려고 혈안이 되어 있는 상황이다. 이런 상황에서 7차 노동당대회가 개최되었다. 이 대회는 김정은 3대세습체제를 공식화하는 대회이다. 이 대회를 통해 김정은 유일지배체제를 대내외에 공식적으로 선포하고 있다. 그리고 북한정권이 핵보유국임을 공식적으로 천명하고 있다. 이를 기초로 향후 대미정책은 평화협정체계에 모든 초점을 맞출 것으로 예상된다. 평화협정체결은 북한정권의한반도 사회주의화와 직결되어 있는 지상의 과제이기 때문이다.

영문 초록

This study is aimed to analyse the prospect of North Korean United States policy with a peace agreement’s concluding problem between North and United Nations as the central figure on a basis of the meaning and character of 7th Labour Party rally. At present, North Korean regime is surrounded by an insecure environment, both at home and abroad. Absolute ally, the Soviet Union has changed into the country of capitalism and international communism was completely neutralized in the 1989. Therefore, Chinese socialist regime, the only ally and lifeline, is under a fair possibility of a sudden change in accordance with the changes in world history. In this condition, 7th Labour Party rally was convened. This rally is the competition formalizing Kim Jong Un, the third-generation power succession of the system. And North Korean regime has officially announced that it possesses nuclear weapons. On this basis, North Korean United States policy after 7th Labour Party rally is expected to focus on the peace agreement’s concluding problem between North and United Nations. The peace agreement’s concluding problem is a task on the ground directly related to the socialization of the Korean Peninsula.
