국문 초록

본 논문은 제7차 당대회 이후 북한의 대남 군사정책에서 어떠한 변화가 발생하고 있느냐를 분석해보고자 하는 목적에서 작성되었고, 따라서 ‘Ends = Ways + Means’라는 방정식에 근거하여 Ways를 추정해 보는 방식을 사용하였다. 본 논문의 분석 결과, 북한 대남 군사정책의 목표(ends)는 ‘전 한반도의 공산화’ 또는 ‘적화통일’로서 김일성 시대부터 변화하지 않았고, 핵무기를 새로운 수단(means)으로 추가함으로써 더욱 확고해지고 있다. 방법(Ways) 측면에서 북한은 핵능력을적극적으로 과시함으로써 남북관계에서 주도권을 확보하려고 할 것이고, 핵무기 사용이나 위협으로 무력통일을 추구할 수도 있다. 무수단미사일의 시험발사에서 드러난 바와 같이 ICBM이나 SLBM을 개발하여 미 본토를 핵미사일로 공격하겠다고 협박함으로써 한미동맹 와해, 주한미군 철수, 대미 직접 협상을 요구할 수도 있다.무력통일 측면에서북한은 핵무기의 사용이나 위협을 배경으로 단기속결 기습전으로 수도권을 장악한 후, 협상을 통하여 통제권을 기정사실화해 나갈 수 있다. 북한은 이 방식을 반복 적용하여 한반도를 전체를 점령하고자 할 것이다.

영문 초록

This paper is written to analyze the possible changes in North Korean military policy against South Korea since the 7th Peoples' Party convention, which was held in June 2016. It uses the equation of "Ends = Ways + Means" for the analysis. In conclusion, this paper shows that the "ends" of North Korean military policy has been unchanged as the spread of communism to the whole Korean Peninsula by force since the Kim Il-sung era. North Korea has strengthened the "ends" with the development of nuclear weapons as the "means" to achieve the "ends." As "Way" for the "ends," North Korea will try to seize the initiative in South-North relations by demonstrating its nuclear capabilities and pursue the unification by using or threatening to use its nuclear weapons. North Korea will try to destroy the South Korea-U.S. alliance, demand the withdrawal of U.S. Forces in Korea and compel the direct negotiation with the U.S. by threatening to attack the U.S. with nuclear weapons using ICBMs and SLBMs. The most dangerous scenario for South Korea could be one that North Korea seizes the Seoul area by conducting a rapid and surprising attack and make the occupation legitimate through the long negotiations entailed. It could try to communize the whole Korean Peninsula by repetitive us of this method.
