북한 노동당 제7차 대회와 김정은 당 유일영도체계 확립 전략

국문 초록

2016년 5월 6∼9일에 개최된 조선로동당 제7차 대회는 국제사회의시선을 사로잡았다. 그렇지만, 당대회에서 발표된 내용은 북한이 그동안되뇌어온 기존의 주의주장들과 비교해 볼 때 특별히 새로운 것이 없었다. 북한이 예고한 바대로 ‘휘황한 설계도’는 보이지 않았다. 당대회 나흘 내내김정은 시대의 통치 이데올로기로서 ‘김일성-김정일주의’와 ‘전당과 온 사회의 김일성-김정일주의화’가 시종일관 강조되었다. 김일성-김정일주의화는 김정은 당 유일영도체계 확립과 밀접한 관계가 있음은 두말할 필요가없다. 문제는 이러한 김일성-김정일주의화의 강조가 수령절대주의체제를강화하게 될 때, 이러한 현상이 북한사회의 경직성과 국제질서의 교란을더욱 부추기게 될 것이라는 점이다. 본 논문은 김일성-김정일주의화와 김정은 당 유일영도체계에 대하여 주목하여 그 내용을 정리 분석함으로써북한의 정치 현상을 전망하는 데 기여하고자 한다.

영문 초록

The The 7th Congress of Workers' Party of Korea, held on May 6 to 9 May 2016, caught the attention of the international community. However, compared with the existing claims which North Korea has repeated, there were not particularly new informations among the announcements presented in the Congress. There was no 'brilliant design' as North Korea notice. Throughout the four-day Congress, the Kim Il-sung-Kim Jong-ilism as ruling ideology of Kim Jong-un era and the conversion to the Kim Il-sung-Kim Jong-ilism of the Whole Party and the whole society have been highlighted consistently. Needless to say, the conversion to the Kim Il-sung-Kim Jong-ilism is closely related to Kim Jong-un's Monolitic Leadership System of the Party. The problem is that, when the emphasis of the Kim Il-sung-Kim Jong-ilism strengthens the leader-absolutism system, this phenomenon will further incite rigidity of the North Korean society and interference of the international community. This paper is to forecast the North Korea's political phenomenon, by analyzing the contents of the conversion to the Kim Il-sung-Kim Jong-ilism and the Kim Jong-un's Monolitic Leadership System of the Party.
