제7차 당대회와 북한 핵문제의 전망과 함의

국문 초록

북한은 2016년 5월의 제7차 당대회에서 김정은 제1비서를 조선로동당 위원장으로, 이어진 최고인민회의 13기 4차 회의에서 국무위원장으로 추대했다. 김정은 체제와 김정은 시대를 본격화한 것이다. 그리고7차 당대회는 김정은 체제 출범 이후 줄곧 강조해온 ‘경제건설과 핵무력 건설의 병진노선,’ 그 중에서도 특히 핵무력 건설이 포기할 수 없는노선임을 더욱 분명히 했다. 김정은 체제의 본격화와 핵무력 건설의 완성은 사실상 동일선상에 있는 것이다. 그 배경에는 핵무력 건설을 통해서 외부의 안보 위협을 강조하는 한편 군사강국으로서의 자긍심을 갖게함으로써 체제 구심력을 확대하고 체제를 유지하려는 전략이 자리하고있다. 북한 주민들의 경제적 필요를 충족시키지 못함으로써 발생하는체제 원심력을 핵보유국화를 통해서 극복하려는 전략이다. 그리고 핵무력 건설은 미국이 아니라 남한의 안보와 경제를 볼모로 잡고 있다. 박근혜 정부의 대북 강경노선 선택은 북한의 비핵화가 목적이지만, 북한이 결코 핵무기를 포기할 수 없는 현실을 감안하면 김정은 체제의 약화가 수단적 목표라고 할 수 있다. 이런 현실은 한국정부에게 김정은 체제의 약화가 초래할 위기와 압박정책의 실패가 초래할 위기의 두 가지상반된 경우에 대비하는 플랜B를 절실하게 요구하고 있다.

영문 초록

Through the 7th Congress of the Workers' Party of North Korea, Kim Jong-un's title was changed from First Secretary to Chairman of the WPK. In his report, Kim Jong-un reiterated the country's nuclear policy, calling it 'a responsible nuclear weapons state.' Therefore, the 7th Congress could be interpreted not only as the announcement of the real beginning of Kim Jong-un's regime but also as the indispensible relationship between his regime and getting the status of nuclear state. The primary purpose of Kim's pursuing of nuclear state is to maintain his regime. As it can't supply the needs of North Koreans' everyday life economically, it seems to try to tow their supports through nuclearization by which the regime could emphasize security crisis from outside and through which they could feel the confidence of their country as a military power. North Korean policy of nuclearization is able to be effective because it captures South Korea as a military hostage. Park Gun-hae government's harsh line against North Korea is to use the weakening of Kim's regime as a major operative goal for the denuclearization. If so, Park government should be prepared for the failure of its policy as well as for the possible crisis in North Korea.
