박근혜정부 통일정책의 쟁점과 과제

국문 초록

본 연구의 목적은 박근혜정부가 추진하고 있는 통일정책의 실효성과통일정책을 추진하는 과정에서 도출된 쟁점과 과제를 살펴보고자 한다. 박근혜 정부는 이전 정부와는 차별성이 강조된 대북정책으로 통일정책을 추진하였다. 박근혜정부는 남북통일에 대한 국민적 열망이 통일세대가 될 젊은 층을 중심으로 약화되고 있는 현실을 반영하고 ‘남남갈등’으로 분열된 국민적 정서를 통합하기 위한 수단으로 통일정책을 새로운대북정책으로 채택한 것으로 보인다. 그러나 박근혜 정부의 통일정책은목표를 통일로 설정하고 수단에 있어 안보를 강조함으로써, 남북관계의진전을 전혀 이루어내지 못하고 있는 한계를 보이고 있다. ‘통일은 대박’이라는 표현으로 경제적 가치를 강조한 박근혜정부의 통일정책은 북한의 4차 핵실험과 지속적인 미사일 도발로 실질적인 진척이 없는 상태이다. 박근혜정부에 들어 남북관계는 더욱 경색되었으며, 북한의 상시적 도발위협에 직면하고 있다. 박근혜정부의 통일정책은 구조적으로 북한의 핵·미사일 포기를 전제로 설계되어, 이에 대한 김정은정권의 결단이 없이는 진척될 수 없는 한계를 지니고 있다. 따라서 박근혜정부의 통일정책이 실효성을 확보하기 위해서는 ‘통일’을 위한 과제인 국민적 통합과 국제적 지원 및 북한의 호응을 획득할 수 있는 현실적인 전략을 모색해야 할 것이다.

영문 초록

This research aims at examining the effectiveness of the unification policy carried forward by the Park Geun-Hye Administration as well as issues and tasks revealed in the course of the policy implementation. The Park Administration tries to push ahead its unification policy with inter-Korean relations different from those of previous governments. As the domestic passion for unification gradually weakens, especially among young generations and the national ethos is divided by "internal conflicts", the government will choose the unification policy as a means to overcome these situations. The unification policy of the Park Geun-Hye Administration emphasizing economic values with the phrase "unification is a jackpot" has not gone further because of North Korea's fourth nuclear test and continuous missile experiments. Since the inauguration of the Park Administration, inter-Korean relations have been further strained and Korea faces ongoing provocative threats from the North Korea. Thus, in order for the Park Administration to secure effectiveness in its unification policy, realistic strategies should be sought for to obtain national integrity, international support and Pyeongyang's positive response as a basis for unification.
