국문 초록

본 연구 목적은 G2 패권경쟁의 본질과 상황을 바탕으로 한반도 통일·안보 환경의 변화에 미치는 영향을 분석하는데 있다. 이러한 작업은정부의 통일·안보정책의 방향과 평화통일의 방법론을 제시해 줄 수 있을 것이다. 이를 위하여 먼저 G2 패권경쟁의 과정을 국제정치의 이론을 바탕으로 검토하고, 최근 패권경쟁의 실태를 살펴볼 것이다. 여기서부상하는 중국의 의도는 지역적 강대국으로 성장하려는 목표를 바탕으로 현재의 동북아 안보질서의 변화를 추동하고 있다는 것이다. 이에 대해 기존 패권국인 미국은 중국을 봉쇄하기 위한 아시아 ‘재균형전략’을본격적으로 추진하고 있다. 성장하는 도전국(중국)과 상대적 쇠락하는패권국(미국)의 충돌이 동아시아지역에서 감지되고 있는 것이다. 이러한 지역 안보질서의 변화에 한국의 통일·안보정책은 미국과의 ‘편승’전략을 구사하고 있으나, 이에는 상당한 댓가가 따르고 있다. 한국은 남북관계의 단절, 중국과의 ‘사드배치’ 관련 마찰, 북핵의 고도화에 따른긴장 조성 등 다양한 현상들을 생산하고 있지만, 이에 대한 실질적인해결책을 제공하지 못하고 있는 상황이다. 따라서 본 연구에서는 미·중간의 패권경쟁으로 파생되고 있는 지역적 안보질서의 변화 경향과 새로운 통일·안보정책의 방향성을 제시하고자 한다. 동북아 지역의 ‘신냉전’ 의 가능성이 점차 남북을 중심으로 가시화되고 있는 상황이며, 이에 더해 북한의 도발 수단-핵·미사일 등-의 억제를 위해서는 남북관계의 정상화를 가급적 조속히 진행시켜야 할 것이다.

영문 초록

The purpose of this research is to analyze the influence of the Korean Peninsula on the change of unification·security environment based on the essence and circumstances of G2 hegemony competition. This study will provide a direction of unification and security policy of the government and a methodology of peaceful unification. For this reason, I first review the process of G2 hegemonic competition based on the theory of international politics and look over the recent actual situation of hegemonic competition. The intention of China to rise here is that it is promoting the current change in the security order in Northeast Asia for the goal of growing to the power of the region. In contrast, the US, the traditional hegemonic state, has been promoting in earnest 'the rebalancing strategy' of Asia to block China. The conflict between the rising challenger (China) and the relatively declining hegemonic state (USA) to grow is being detected in the East Asian. South Korea's unification and security policy is taking advantage of the ‘piggybacking’ strategy with the United States in the face of the security order in these areas, but considerable sacrifices is following. South Korea produces various phenomena such as the discontinuation of inter-Korean relations, the conflict of ‘THAAD(Terminal High Altitude Area Defense) deployment’ with China, the tension accompanying the advancement of the nuclear of North Korea, but it is not providing any practical solution. Therefore in this research, I will try to present the trend of change in the security order of the region derived from hegemony competition with the US and China, and the direction of new unification·security policy. The possibility of the ‘New Cold War’ in the Northeast Asia is gradually visualized in the South and North Korea, and in addition to this, the normalization of inter-Korean relations should be promoted as soon as possible to suppress the means of provocation - nuclear missile etc. - in North Korea.
