통일·안보 정책의 정치화와 사드 배치 논란

국문 초록

사드의 전략적 가치를 논할 때에는 방어력과 공격력을 선과 악 또는안정과 불안정으로 늘 구분할 수는 없다는 점 그리고 군사력 균형만큼이나 도발 의도의 균형을 꾀해야 한다는 점에 유의해야 한다. 한반도는핵무장화뿐 아니라 호전적 의도에서도 극심한 비대칭 모습을 보여주고있다. 북한이 현상 파괴를 원하고 있다고 인식되면 상대국은 미사일 방어의 필요성을 체감하여 실전 배치를 추진할 수밖에 없다. 그럼에도 불구하고 사드의 한국 배치와 관련해 찬성과 반대의 두 진영으로 나눠진논쟁은 국익에 충실한 전략적이고 논리적인 논의가 아니다. 사드 배치에 대한 태도는 지지 정파별로 다르다. 2016년 당시 정부여당을 부정적으로 평가할수록 또 야당을 지지할수록 사드 배치에 반대하는 반면에, 정부여당을 긍정적으로 평가할수록 사드 배치에 찬성하는 경향을보였다. 일반인뿐 아니라 전문가의 인식도 정치화되어 있다. 특히, 사드 실효성과 같은 기술적인 판단조차 보수이냐 진보이냐에 따라 갈라져있는 것이다. 사드 배치에 대한 태도는 주변국에 대한 태도와도 밀접히관련되어 있다. 미국과의 관계를 중시할수록 사드 배치에 찬성했고, 중국과의 관계를 중시할수록 사드 배치에 반대했다. 사드 배치는 중국에까지 영향을 주니 중국에 대한 태도와 깊은 관련이 있지만, 결국 중국에 대한 태도 자체는 미국에 대한 태도에서 기인하는 부분이 크다. 사드 배치 문제는 북한 정권과 미국을 두고 전개되는 남남갈등의 연장일뿐이다.

영문 초록

Two aspects should be considered in discussing strategic value of THAAD. First, defense/offense cannot be generalized into good/evil or stability/instability. Second, balance of threat as well as balance of power should be counted. The current Korean peninsula has severe imbalance in aggressive intention as well as nuclear capability. North Korea’s hostile attitude against South Korea lets South Korea deploy some facilities of missile defense. Controversies over THAAD‘s deployment, however, are not of logical debate in South Korea. Attitudes toward THAAD’s deployment in South Korea are much politicized. Those who support the government party are likely to approve THAAD’s deployment while those who support the opposition party are likely to disapprove it. Even the attitudes of experts toward THAAD’s deployment are politicized. Their evaluation on technical values of THAAD depends on whether they are conservative or progressive. In addition, attitudes toward THAAD are related to preferences over foreign countries. Those who take a serious view of the partnership with the United States of America are more likely to consent to THAAD’s deployment than those who regard the relationship with China high. Attitudes toward China are structurally balanced with those toward the US or North Korea. In South Korea, the issue of THAAD deployment is just an extension of South-South conflict over North Korea and the United States.
