사드배치와 지역사회의 갈등과 통합

국문 초록

본 연구의 목적은 최근 사드(THAAD)배치를 둘러싼 대내외 논쟁과지역사회에서 파생된 갈등의 해소방안을 살펴보고자 한다. 사드배치는북한 핵실험과 미사일 발사와 같은 심각한 안보위협에 대한 자위적 대응방안이라 할 수 있다. 2014년부터 한·미 간 논의되던 사드배치는2017년 9월 임시배치로 결정되었다. 그러나 사드를 경북 성주에 배치하는 과정은 순탄치는 않았다. 지역사회의 반발과 한·중 간 및 한·미간 이견으로 인해 사드배치는 우여곡절을 겪었다. 사드배치는 북한 핵· 미사일 위협으로부터 안보를 보장하기 위한 특단의 결정이었지만, 이로인해 대내적 지역사회의 갈등과 대외적 중국과의 갈등이 진행되고 있는상황이다. 사드배치는 국가 안보를 보장하기 위한 주권적 행위로 정당성을 지니고 있음에도 대내외적으로 반발이 심각하였다. 대외적으로는중국의 반발이 매우 심각했으며, 현재도 진행 중이다. 또한 내부적으로는 안보의 중요성으로 사드배치의 필요성에는 공감하지만 자기 지역에는 안 된다는 이중성(지역 님비현상)이 표출되었다. 따라서 본 연구는이러한 사드배치와 관련 안보 갈등의 과정과 지역사회 차원의 갈등 해소방안을 살펴보고자 한다.

영문 초록

The objective of this paper is to investigate national and international controversies concerning the recent deployment of Terminal High Altitude Area Defense (THAAD) system in Korea and search for ways to solve conflicts derived from local communities. The THAAD deployment is a countermeasure to cope with serious security threats from North Korea such as their nuclear tests and missile launches. The placement of the THAAD system has been discussed since 2014. And in September 2017, the provisional deployment was decided. But the process of its temporary placement decision was not that smooth. Korea has suffered twists and turns for the final deployment due to local communities' opposition and different views between the Republic of Korea and China as well as Korea and the United States of America. Though the THAAD deployment was a special decision to guarantee the Republic of Korea's national security from North Korea's nuclear and missile threats, conflicts originated from regional communities and international societies haven't been solved. Even though the THAAD deployment has been justifiable on national security grounds, some severe resistance has arisen both at home and abroad. Internationally, the opposition from the People's Republic of China has been extremely fierce and still continues. Nationally, they agree on the necessity of the placement because they know that the security is more important than anything else. But, nevertheless, they show a kind of dual attitudes by rejecting to allow THAAD to be deployed in their region. Thus, this study tries to find out possible solutions for the conflicts between two dimensions of national security and regional interest stemmed from the deployment.
