남북한 협상전략의 비교연구

국문 초록

남북한은 1971년 이후 2018년 3차 남북정상회담 개최 전까지 649 회에 달하는 협상을 진행해왔다. 3차례에 걸친 정상회담에 이어 총리급회담 및 장관급 회담을 비롯한 차관급 및 실무회담까지 다양한 레벨의회담이 이루어졌다. 의제도 군사에서 관광까지 모든 분야를 망라했다. 전략은 장기간에 걸쳐 목표 달성을 위한 기본 방향이다. 전술은 전략의하위개념으로서 전략적 목표를 달성하기 위해 상황에 맞는 가장 적합한대응책을 지칭한다. 북한의 대남 5대 협상전략은 ▲민족공조, ▲남남갈등, ▲반미, ▲핵평화론 ▲실리추구 등으로 구분할 수 있다. 남한의 대북 4대 협상전략은 ▲화해 협력, ▲군사적 긴장완화, ▲개혁 개방 유도, ▲통일지향 등으로 구분할 수 있다. 우리는 과거 대북협상 과정에서 두 가지의 교훈을 얻을 수 있다. 긍정적 측면은 협상 과정이 매우힘들고 구불구불한 길이며 방해 및 우회해야 하는 장애물로 가득 차있을지라도 북측과 협상하는 것이 가능하다는 것이다. 부정적 측면은 대북협상에서 중요한 진전이 이루어졌을지라도 내․외부적 요인에 의해 현실적이고 명백한 위기가 발생하여 협상이 제대로 이행되지 않는다는 것이다. 세기적인 미·북간의 정상회담을 앞두고 진행되는 3차 남북정상회담의 성공 여부는 결국 북한 비핵화 논의에 달려있다고 판단된다. 핵문제가 남북한 현안에 전부는 아니지만 모든 것을 좌우하는 초대형 핵심과제인 만큼 핵문제의 진전없이 남북관계의 발전도 한계를 가질 수밖에 없다

영문 초록

The two Koreas have held 649 negotiations since 1971 and before the third inter-Korean summit in 2018. Following the three summit talks, various levels of talks were held, ranging from summit-level talks and ministerial-level talks to deputy ministers and working-level talks. The agenda encompasses everything from military to tourism. Strategies are a fundamental direction for achieving long-term goals. Tactics are sub-concepts of strategy and refer to the most appropriate response to the situation in order to achieve strategic goals. North Korea's five major negotiating strategies can be classified into a)national cooperation, b)South-South conflict, c)anti-Americanism, d)nuclear peace, and pursuit of economic benefits. The four South Korean negotiating strategies can be classified into a)reconciliation cooperation, b) relaxation of military tensions, c) inducement of reform and openness, and d)unification oriented directions. We can learn two lessons from the past negotiation process. The positive side is that it is possible to negotiate with the North even though the negotiations process is very difficult and winding roads and filled with obstacles to be avoided and circumvented. The negative side is that even though important progress has been made in the North Korea negotiations, the real and obvious crises arise and negotiations are not carried out. The success of the third inter-Korean summit in the face of the US-NorthKorea summit seems to depend on the denuclearization of North Korea. Although the nuclear issue is not the only problem of the two Koreas, it is a very big issue that affects everything, and the development of the inter-Korean relations can not but be limited without advancement of the nuclear issue.
