국문 초록

본 논문은 한반도평화체제의 구축문제와 대북협상전략의 방향에 관한 것이다. 4·27 남북정상회담을 계기로 한반도평화체제 구축문제에대한 논의가 활발히 전개될 것이다. 이런 상황에서 한반도평화체제 구축문제의 실질적인 전제조건이 무엇인지에 대해 논의를 전개하였다. 북한체제의 변화의 관점에서 보면 무엇보다도 정치범수용소와 노동교화소의 전면적 해체가 필요하고 다음으로 다당제의 수용이 요구되고 일원화된 사상체계의 자유화가 필요하고 마지막으로 완전한 비핵화가 요구된다고 하겠다. 이러한 한반도평화체제 구축문제를 위한 선결조건을 통해우리 정부가 지녀야 할 대북협상전략을 살펴보면 첫째, 조급한 생각을버려야 한다는 것이다. 둘째, 감정에 휘말려 흥분해서는 안 된다는 것이다. 셋째, 자유가치를 전제한 협상전략을 구사해야 한다는 것이다. 마지막으로 대화하되 원칙과 기본을 지켜야 한다는 것이다. 이상과 같은 대북협상전략으로 한반도평화체제 구축문제에서 발생할 수 있는 지나친 이미지 정치, 현상에 대한 매몰현상 그리고 북한정권에 대한 망각등에 대해 경계심을 늦추어서는 안 될 것이다.

영문 초록

This study is aimed to analyse establishing problem of the Korean peninsular peace system and strategic direction of the negotiations with North Korea. With the 4.27 inter-Korean summit, the question on establishing problem of the Korean peninsular peace system is actively deployed. Real discussion about what it is a prerequisite of establishing problem of the Korean peninsular peace system is deployed. From the perspective of the changes in the North Korean regime, the decommissioning on political prison camps, more than anything else, and labor camp is needed. Next, a accepting of the multi-party system and liberalization of a unified system of thought is required. Finally, a complete denuclearization is required. As the upper strategic directions of the negotiations with North Korea, We should not let your guard on the burial for the status quo, political image occurring in establishing a peace regime on the Korean peninsula and losing sight of the North Korean regime
