영조대 채제공(蔡濟恭)의 정치 활동과 대응 논리

국문 초록

이 글은 영조대를 중심으로, 채제공의 정치 활동 및 대응 논리를 추적한 것이다. 지금까지 연구에서 채제공은 18세기 후반 남인계의 맹주 혹은 정조의 치세를 도우며 각종 정치 의리 제공에 앞장선 인물로서 그리고 있다. 이 같은 평가나 이해가 부정되어야 한다는 것은 아니다. 그러나 채제공으로서는 정치적 상황의 전개 과정이나 변동에 따라서 자신의 정국 대응 논리를 조정하고 변화시켰을 것으로 판단되므로 재검토를 진행하였다. 채제공은 오광운, 강박 등 남인 세력 선배의 정치적 유산을 물려받고, 남인 세력의 부식이라는 책임이 부여되었다. 채제공은 관직 진출 초기부터 영조와 탕평파들의 지원 아래에서 활동하였으나 여전히 그의 정치적 부상에 반감을 가진 세력이 존재하였다. 이훈의 탄핵을 받아 유배 생활을 하던 중 채제공은 허목의 도학적 정통성을 강조하거나 오광운 등의 묘도문자를 작성하면서 남인 세력의 도통 정립에 주력하였다. 또한 이익과 안정복 등을 방문하기도 하였다. 이천보의 건의로 유배에서 풀려난 채제공은 삼사의 관직을 두루 역임하는 가운데, 1753년에는 당시 논란이 되던 신임옥사와 관련된 논의에서 모호한 태도를 보였다. 이는 소수 세력으로서 정치적 후폭풍을 우려한 때문이 아닐까 추정해보았다. 이러한 추정이 가능한 것은 이후 1755년 을해옥사 당시에는 소론 세력에 대한 처벌을 적극적으로 주장하는데서 확인된다. 영조의 의중도 변하고 정국 상황도 변하였기 때문이다. 채제공은 1754년 이후 영조와 사도세자의 갈등이 본격화되는 과정에서 양측을 주선하면서 사안에 따라 사도세자를 보호하는 입장으로 활동하였다. 임오화변 이후 채제공은 1764년 5월 관직 생활을 다시 시작하였다. 이는 영조의 의지가 반영된 것이었다. 영조 재위 후반부에는 뒷날에 채제공의 정치적 행보와 관련해서 중요한 일이 있었다. 이른바 ‘금등지사’이다. 이 글에서는 금등 문서의 작성 시기를 1769년으로 추정해보았다. 영조대 후반 채제공은 한편으로 남인 세력의 영수로서 세력의 결집에 주력하였다. 주로 시회나 시단을 통해 전통적인 남인 세력을 결집하였다. 이후 정조대에 남인 세력이 진출하는 기반이 마련되는 시기였다. 본고는 선행 연구를 참고하면서 영조대 채제공의 정치 활동과 대응 논리를 추적하였다. 인물의 행적을 설명할 때 현실의 정국 상황이 함께 고려되어야 할 것임을 강조하고 싶다. 그러나 정조대에 대한 검토가 이루어지지 않은 점은 한계라 하겠다. 후일 이 점을 보완하도록 하겠다.

영문 초록

This article is a study of Chae Je-gong’s political activities and response logic, focusing on the reign of King Yeongjo. In research so far, Chae Je-gong has been drawing as a person who took the lead in providing various political loyalty by helping the reign of King Jeongjo or the leader of the Nam-in forces in the late 18th century. This does not mean that such evaluation or understanding should be denied. However, Chae Je-gung was judged to have adjusted and changed the logic of political response according to the development process or change of the political situation, so the review was conducted. Chae Je-gong was given the responsibility to inherit the political heritage of senior Nam-in forces such as Oh Kwang-woon and Gang Bak, and to help other people stand. Chae Je-gong had been active under the support of King Yeongjo and Tangpyongpa from the beginning of his entry into office, but there were still forces against his political rise. While living in exile under the impeachment of Lee Hoon, Chae Je-gong emphasized Heo Mok’s Neo- Confucianism legitimacy or focused on establishing Dotong by writing epitaphs such as Oh Kwang-woon. He also visited Lee Ik and Ahn Jung-bok. Chae Je-gong, who was released from exile at the suggestion of Lee cheonbo, served as Sam-sa’s government office throughout, and in 1753, he showed an ambiguous attitude in discussions related to Sinimoksa, which was controversial at the time. This was presumed to be due to concerns about political backlash as a minority force. This estimation is confirmed by the active claim of punishment for the Soron forces at the time of Ulhae-oksa in 1755. This is because the intention of King Yeongjo has changed and the political situation has changed. Chae Je-gong has been in the position of protecting Crown Prince Sado depending on the issue, arranging both sides in the process of the conflict between King Yeongjo and Crown Prince Sado since 1754. After Imohwabyeon, Chae Je-gong resumed his official career in May 1764. This reflected the will of King Yeongjo. In the late King Yeongjo, something important happened in relation to Chae Je-gong’s political moves. It is the so-called “Geumdeungjisa” In this article, we estimate that the Geumdeun document was written in 1769. On the one hand, Chae Je-gong, on the one hand, focused on gathering forces as a receipt of Nam-in forces. Traditional Nam-in forces were gathered mainly through poetry. Later, during the reign of King Jeongjo, it was a time when the foundation for the Nam-in forces to enter was established. In the above, Chae Je-gong’s political activities and response logic during the reign of King Yeongjo were tracked by referring to previous studies. However, it is a limitation that the review of the reign of King Jeongjo has not been conducted. I will make up for this in the future.
