국문 초록

본 연구는 ‘서울형 주민자치회’ 임원 구성의 한계를 분석하고, 주민 대표성을 확보할 수 있는 민주적 구성 방안을 모색하고자 한다. 이론적 고찰 결과, 임원을 민주적으로 구성하기 위해서 필요한 것은 크게 두 가지이다. 첫째, ‘민주적 참여 보장’의 차원에서 주민자치회 권한 확대와 임원 임무의 중요성, 독립성의 확보가 필요하다. 둘째, ‘민주적 대표성 확보’를 위해 남녀 성비를 고려한 추첨을 통한 임원 구성이 모색되어야 한다. 즉, 민주적 참여 보장과 민주적 대표성 확보의 결과로 민주적 책임성을 실현할 수 있다는 것이다. 이에 근거해 서울시 23개 자치구의 주민자치회 시범사업에 대한 실태조사와 자치구별 조례를 분석하였다. 또한 5개 자치구의 주민자치회 현장 실무자를 대상으로 심층면접을 실시하였다. 이를 기준으로 주민자치회 임원이 민주적 대표성을 확보할 수 있는 방안을 요약하면, 첫째, 4인 이상의 남녀 성비를 고려해 임원 대표단 구성, 둘째, 임원 대표단 내에서 자치회장을 추첨으로 구성, 셋째, 회장의 임기를 1년 이내로 최소화하여 기득권 형성을 방지하고 집단지성을 높일 기회를 확보하는 것이다. 결국 주민자치회의 성공가능성을 높이기 위해서는 주민자치회 임원의 민주적 대표성을 확보하는 것이 관건이라고 판단된다.

영문 초록

This study analyzes the limitations of the composition of the executives of ‘the Seoul Residents’ Autonomy Board’ and seeks a democratic composition plan to secure the representativeness of residents. As a result of theoretical consideration, there are two main things needed to construct the executives democratically. First, it is necessary to expand the authority of the residents’ autonomy board, to secure the importance of executive duties, and independence in order to guarantee democratic participation. Second, in order to secure democratic representativeness, the organization of executives through sortition(lottery) considering gender ratios should be sought. In other words, democratic responsibility can be realized as a result of guaranteeing democratic participation and securing democratic representation. Based on this, the survey on the actual condition of the demonstration project of ‘the Seoul Residents’ Autonomy Board’ of 23 autonomous regions in Seoul and the ordinances by autonomous regions were analyzed, and in-depth interviews were conducted on the practitioners of the residents’ autonomy board of five autonomous regions. To summarize the plan that the executive of the residents’ autonomy board can secure democratic representativeness based on this, first, the organization of the executive delegation considering the gender ratio of four or more men and women, second, the composition of the autonomous president by sortition(lottery) within the executives’ delegation, and third, the minimum term of the president within one year to prevent the formation of vested rights and secure opportunities to increase collective intelligence. In the end, in order to increase the possibility of success of the residents’ autonomy board, it is important to secure the democratic representativeness of the residents’ autonomy board executives.
