코로나19 백신 정책 의사결정 과정에 대한 시민참여 분석 사례 연구

국문 초록

본 연구의 목적은 코로나19 백신 정책 의사결정 과정의 협력적 거버넌스 활성화 방안을 탐색하고자 하였다. 이를 위해, 코로나19 첫 확진자가 발생한 2020년 1월부터 2021년 6월까지 백신 정책 의사결정 과정에 대한 (1) 시민사회단체의 문제의식, (2) 협력적 거버넌스 형성을 위한 정치적 기회 구조, (3) 백신 정책 관련 정부 위원회의 시민참여 수준을 분석했다. 코로나19 백신 정책 관련 시민사회단체의 활동이 가장 두드러진 ‘코로나19 인권대응네트워크’와 연대하고 있는 19개 단체를 비대면 인터뷰하고, 중앙 정부 백신 관련 위원회 회의록 및 보도자료 등을 통해 시민참여 사례를 분석했다. 분석 결과, 백신 정책에 대한 시민사회단체가 인식하는 문제점은 ‘백신 접근권 불평등’, ‘정부-시민 간 쌍방향 소통 미흡’, ‘정부의 폐쇄적 의사결정구조’, ‘지식 공동생산의 부재’로 드러났다. 백신 정책 의사결정 과정에서 시민사회단체는 적대적 대항력을 가진 협력적 거버넌스를 지향하며 대안적 대항력을 형성하려는 시도를 했다. 하지만 의제설정 단계부터 정책 평가에 이르기까지 정책 과정 의사 결정의 중요한 주체로 참여하지 못해 정치적 기회구조와 협력적 거버넌스의 제한점이 드러났다. 마지막으로, 백신 정책 관련 정부 위원회에서 시민사회단체는 구성원으로 포함되어 있으나, 의례적인 발언 기회를 제공받거나 일방적으로 정보를 전달받고 있어 명목 단계의 시민참여 수준을 나타냈다. 시민참여를 통한 협력적 거버넌스를 형성할 수 있도록 제도화 노력이 뒷받침되어야 한다.

영문 초록

The purpose of this study was to explore ways to activate collaborative governance of the COVID-19 vaccine policy decision-making process. We investigated (1) civil society organizations’(hereafter, CSO) perceptions on vaccine policy decision-making process; (2) political opportunity structure for the formation of cooperative governance; (3) the level of citizen participation of government committees related to vaccine policy. The analysis period was limited to the period from January 2020, when the first confirmed case of COVID-19 in South Korea, to June 2021. A case study was conducted using in-depth interview with CSO which had been actively involved in advocating for socially disadvantaged people. In addition, secondary data including the CSO’s advocacy reports, its website, and the vaccination policy committee minutes was also used. The findings open up several issues about vaccination policies from CSO’s perspectives: inequity in vaccine access, the lack of communication between civil society and government, government-led decision-making processes, and the absence of co-production of knowledge. Our findings highlight the constraints on the ‘political opportunity structures’ and collaborative governance. Even though CSO attempted to construct alternative countervailing power, which lies between adversarial and collaborative one, empowered participatory decision-making did not occur in vaccination policies. Evaluation of citizen participation related to national advisory committees on vaccine policies reveals the status of “tokenism”, supported by a window dressing ritual or one-way flow of information. Institutional design efforts should be required to advance collaborative governance.
