국문 초록

오늘날의 복잡한 교육 문제를 기존의 학교 교육만으로는 해결할 수 없다는 인식하에 교육의 주체를 지역사회로까지 확대하고자 한 것이 혁신교육지구이다. 즉 지역사회와의 협력과 지역사회의 다양한 자원을 활용하여 기존 공교육의 한계를 극복하고자 하는 것이다. 서울시 역시 학교 교육의 외연을 확장하여 교사, 학부모를 포함한 지역주민 모두의 협력을 통해 아이들의 올바른 성장을 지원해야 한다는 공감대하에 2015년부터 서울형혁신교육지구 사업을 추진하고 있다. 서울형혁신교육지구 사업은 새로운 목표와 가치, 다양한 참여자, 법과 제도, 운영구조와 정책수단 등 복잡한 요소들의 상호작용을 통해 성패가 좌우되는 사업이라 할 수 있다. 따라서 이 사업이 소기의 목적을 달성하고 있는지 점검하고 사업의 지속성과 확장성을 확보하기 위해서는 사업에 대한 다각적 분석을 통해 실태를 파악하고 지금까지의 성과와 한계를 바탕으로 앞으로의 방향을 검토할 필요가 있다. 따라서 본 연구에서는 Cooper, Fusarelli & Randall(2004)의 다차원 정책분석 모형을 활용하여 규범적 차원, 구조적 차원, 구성적 차원, 기술적 차원에서 서울형혁신교육지구 사업을 종합적으로 분석하여 시사점과 향후 과제를 도출하고자 하였다. 규범적 차원에서는 서울형혁신교육지구 사업이 추구하는 목표와 가치가 무엇인지를 분석하였고, 구조적 차원에서는 서울형혁신교육지구 사업의 추진체계와 제도적 기반을 분석하였다. 구성적 차원에서는 서울시와 서울시교육청, 학교와 지역사회 등 참여자들의 역할과 상호관계를 분석하였고, 기술적 차원에서는 서울형혁신교육지구 사업이 어떤 자원･수단의 투입과 과정에 의해 어떻게 집행되었는지 그 실행성과는 무엇인지를 거버넌스의 운영, 구성원의 역량 강화, 중간지원조직의 역할의 측면에서 분석하였다.

영문 초록

Innovative education districts were established with a goal to expand the realm of educational participants to include communities, under the recognition that school education was not enough to resolve today’s complex educational problems. In other words, the goal is to help overcome the limits of the existing public education through collaboration with communities and utilization of their diverse resources. As is the case with many local governments, the Seoul Metropolitan Government has pushed for Seoul-based innovative education district since 2015, based on a consensus that the realm of education should be expanded to promote collaboration among teachers, parents, and community members, which is needed to guide students to the right path of growth. The success or failure of Seoul-based innovative education district may be determined by an interaction of various factors, such as new goals and values, various participants, law and institutions, and management structure and policy measures. To ensure the delivery of the project’s goal and its sustainability and scalability, there is a need to identify the current state of the project through a multifaceted analysis, and overview in which direction the project should proceed based on the achievements and limits that the project has shown thus far. The purpose of the study was to provide a comprehensive analysis of Seoul-based innovative education district in four dimensions, offer its implications, and present future challenges. The study drew on the normative, structural, constituent, and technical dimensions that were used in the Multi-Dimensional Policy Model. Cooper, B.S, Fusarelli, L.D., & Randall, E.V.(2004). The study analyzed the goals and values of the project in the normative dimension and the project’s implementation structure and institutional foundations in the structural dimension. The study analyzed the roles and interrelationships of participants, such as the Seoul Metropolitan Government, the Seoul Metropolitan Office of Education, schools and villages in the constituent dimension, and governance management, empowerment of members, and intermediary organization’ roles in the technical dimension.
