국문 초록

최근 급속한 산업화로 다중이용 시설과 대형시설이 증가하고 있으며, 시간이 지날수록 생활공간이 밀집되고 노후화되면서 안전에 대한 낮은 인식으로 대규모 재난도 발생하고 있다. 더불어, 대부분의 나라가 지진, 쓰나미, 산불 등 예측할 수 없는 기후 변화로 고통 받고 있는 상황이다. 이러한 이유들로 인해 최근 재해 및 재난이 복합적인 유형의 재난 환경으로 변화하고 있으며, 피해 규모도 점점 커지고 있다. 기존 연구들은 한국기업의 강점인 과학기술 분야의 제품에 대한 비즈니스가 중요하다는 가정 하에 대부분 SCM, 기술 경쟁력 등 세부 연구 분야별로 질적, 양적으로 풍부한 연구를 수행하였다. 하지만, 글로벌 표준화 및 국가별 정부 정책, 기술의 이해가 필요한 이동통신 분야의 비즈니스에 있어서는 여러 상황적 요인들로 인하여 상당한 제한이 있었다고 판단된다. 또한, 대부분 국가간의 특수 관계 및 특정기업 중심으로 추진하여 사례를 찾기 어려우며, 그들은 사업 추진 내용을 기업 외부로 노출하기를 매우 꺼려했던 만큼 최근의 비즈니스 추세에 대한 탐색적 연구가 필요하였다. 이에 본 연구에서는 2021년 5월 한국에서의 세계 최초 이동통신 PS-LTE 기반의 ‘국가공공안전재난망 (PPDR)’ 전국망 구축과 관련한 네 가지 연구 과제를 설정하고, 2021년 8월부터 10월까지 실무 책임자들과의 심층인터뷰를 통한 탐색적 연구를 실시하였다. 인터뷰 내용 분석을 통해 외부 환경과 기업 내부 측면에서의 문제점을 포함한 현황 분석, 기존 시스템과의 장점과 단점, 글로벌 비즈니스 전망 그리고 향후 비즈니스 추진을 위해 고려할 요소가 파악되었다. ‘국가공공안전재난망 (PPDR)’ 사업은 실질적인 성과가 창출되도록 방향성을 가지고 추진되어야 한다는 점과 변화하는 사회적 요구를 충족시키고 이동통신 분야의 글로벌 B2B 비즈니스 활동을 확대해야 함을 알려주고 있다. 분석 결과를 토대로 기업은 비즈니스 가능성을 늘 염두에 두어야 하며, 이를 위해서는 전략적 협업 관점에서의 접근이 필요하다는 학문적 시사점과 함께 이동통신 기술의 선행 확보와 시스템 품질에 대한 안정성 구현이라는 실무적 시사점을 제시하였다.

영문 초록

In recent years, multiuse facilities and large-scale corporations have been increasing due to rapid industrialization. As time goes on, densification and aging of living space also cause large-scale disasters with low awareness of safety. In addition, every country is suffering from unpredictable climate change such as earthquakes, tsunamis, forest fires, and so on. Due to these reasons, the recent disasters and calamities are changing into a complex type of calamity environment, and the scale of damage is becoming larger. Most of the existing studies have conducted abundant qualitative and quantitative studies by detailed research fields such as SCM and technological competitiveness, assuming that business in the field of science and technology, which is the strength of Korean companies, is important. However, it is judged that there were considerable limitations due to various situational factors in the business of the mobile telecommunication sector, which requires global standardization, national government policy, and technology understanding. Therefore, this study established four research projects related to the construction of the world s first mobile communication PS-LTE-based ‘Public Protection and Disaster Relief (PPDR)’ national network in Korea in May 2021 and conducted exploratory research through in-depth interviews with working-level directors from August to October 2021. Through the analysis of interview contents, the current status analysis, advantages, and disadvantages of existing systems, global business prospects, and factors to consider for future business promotion were identified. It indicates that the ‘Public Protection and Disaster Relief (PPDR)’ should be pursued in a direction to produce practical results by meeting changing social needs and expanding global B2B business in the mobile telecommunication sector. Based on the analysis results, companies should always keep their business possibilities in mind, and along with academic implications that it is necessary to approach with a strategic collaboration perspective, practical implications for securing prior mobile telecommunication technology and realizing stability of system quality were presented.
