국문 초록

현재 통일교육의 공식적인 지침은 통일교육원에서 발간하고 있는 통일교육지침이다. 이 지침은 통일과 북한문제에 관해 어떤 내용을 어떤 관점에서 가르치라는 안내서 역할을 하고 있다. 하지만 통일과 북한 문제를 둘러싸고 논쟁이 되고 있는 주제를 가르칠 때, 현장교사들이 판단하기 어렵거나 논란의 여지가 있는 상황에서 어떻게 대응해야 할지에 대한 지침을 제공하고 있지는 못하다. 이러한 문제의식에서 본 연구는 통일교육의 쟁점을 다루는 교수법적 원칙으로서 독일 ‘보이텔스바흐 합의’를 소개하고, 이를 수업에 적용할 때 발생할 수 있는 쟁점들을 검토하였다. 주입금지, 논쟁성의 원칙, 학생의 이해관계인식과 행위역량 육성 원칙의 관점에서 발생할 수 있는 다양한 문제점들을 검토했다. 이를 바탕으로 학습목표, 교수-학습원칙, 교육과정 재구성, 수업운영방법, 논쟁적인 주제를 다룰 때의 교사의 역할과 중립성, 평가로 나누어 10가지 수업 가이드라인을 제안했다. 본 연구뿐만 아니라 다양한 연구자들의 가이드라인지 제안되어 공론장에서 토의되기를 기대한다.

영문 초록

Currently, the official guideline for unification education is published by the Institute for unification education. This guideline serves as a guide on what and from what perspective to teach the problems on unification and the North Korea. However, when teaching controversial topics surrounding unification and North Korea, it does not provide guidelines on how to respond in situations where school teachers are difficult to judge or controversial. With this awareness in mind, this study introduces the German ‘Beitelsbach Consensus’ as a didactics to deal with the controversial issues of unification education, and discusses issues that may arise when applying it to classes. Various problems that may arise from the viewpoint of prohibition of indoctrination, the principle of controversy, and the principle of recognition of students interests and promotion of behavioral competence were reviewed. Based on this, 10 instructional guidelines were proposed, divided into learning goals, instructional principles, reconstruction of curriculum, instructional methods, role and neutrality of teacher, and evaluation. It is expected that not only this study but also guidelines of various researchers will be proposed and discussed in the public forum.
