일본의 헌병제도와 3ㆍ1운동 탄압에 관한 연구

국문 초록

본 논문의 목적은 3ㆍ1운동에 일본군 헌병이 어떻게 대응하였고 인식하였는 지를 규명하는 것이다. 이를 위해 먼저 3ㆍ1운동 이후 직후 조선헌병대가 어떠한 방침을 가지고 3ㆍ1운동에 대응했는지에 대해 검토하였다. 먼저 일본의 헌병제도에 영향을 준 프랑스 군인경찰제도에 대하여 살펴보았다. 프랑스의 군인경찰제도는 국립국가경찰과 같이 프랑스 전역의 치안질서 유지에 기여하고 있다. 이들 군인경찰들은 프랑스의 광활한 국토 중 약 95%를 담당하고 있을 만큼 중요한 역할을 수행하고 있다. 이들 중 50%는 국방부 소속으로 지휘를 받아왔다. 그러나 국방법 개정에 따라 내무부장관이 조직 관리 운영을 책임ㆍ지휘하고 국방부장관은 군사ㆍ헌병ㆍ인사ㆍ징계업무 등 일정 부분에 대해서만 관여하도록 변경되었다. 프랑스의 군인경찰제도는 프랑스 혁명 이전에 생겨나 나폴레옹시절을 거치는 동안 확고하게 정착되어 오늘날에 이르고 있는바 프랑스 군인경찰제도는 역사와 문화가 어우러져 정착되어 온 그들의 독특한 역사적 산물이다 이 제도는 이웃국가인 스페인과 이태리 뿐아니라 일본의 헌병제도에도 크게 영향을 주게 되었다. 프랑스 군인경찰제도를 도입한 일본군은 3ㆍ1운동을 탄압하는데 적극적으로 활용하였다. 3ㆍ1운동 초기 일본 육군성이 조선헌병대에게 내린 지시는 운동의 확산을 막기 위해 서둘러 진압에 나설 것과 사전 정탐을 철저히 실시할 것을 명하는 것이었다. 하지만 3ㆍ1운동이 격화되자 육군성도 ‘단호한 조치’, 즉 무력의 사용이 불가피하다고 인정하게 되었다. 그러면서도 국내외의 비판을 우려해 지나친 진압방법은 삼가고 ‘가급적 온화한 수단’을 사용할 것을 강조하기도 하였다. 본 연구는 3ㆍ1운동에 대한 헌병의 진압 양상에 대해서도 검토하였다. 헌병은 3ㆍ1운동 당시 ‘헌병경찰제도’로 대표되듯 ‘무단통치’의 상징으로 여겨져 헌병 분견소(分遣所) 및 주재소(駐在所)를 중심으로 한국인에 대한 탄압이 극에 달하였으며, 이에 따라 민중들의 항거와 독립운동의 활동은 더욱 활발하게 진행되기도 하였다. 분견소와 주재소에 대한 습격과 공격은 체포되어 구류 중인 민중을 구해내기 위한 목적으로 사용되기도 하였다

영문 초록

The purpose of this article is to study how the Japanese military police responded to and perceived the March First Independence Movement. For this, examinations were made of the policies that the Joseon military police force implemented immediately after the March First Independence Movement in response to the March First Independence Movement. The French Gendarmerie system contributes to maintaining safety and order all over France along with the country s national police. The Gendarmerie plays such as important role as to take up its responsibilities for about 95% of the total national area and 50% of the total population. The French Gendarmerie system was established before the French Revolution and became solid under the rule of Napoleon. This system influenced the Gendarmerie system of Spain and Italy and Japanese military police established critical safety and order system. The Japanese department of the army ordered the Joseon military police force to implement quick repression and to thoroughly conduct prior scouting to prevent a spread of the movement. However, as the March First Independence Movement intensified, the department of the army acknowledged that ‘firm action’, or in other words, the use of military force would be inevitable. Still, concerned about criticism at home and abroad, they refrained from excessive repression methods and requested that “mild means whenever possible” should be used and that communications to foreign countries should be censored. In addition, examinations were made of the repression aspects of the military police regarding the March First Independence Movement. The military police was considered a symbol for ‘military rule’ as if represented by the ‘gendarme󰠏oriented police system’ during the March First Independence Movement and attacks of the Korean people were focused on military police out-stations and police sub-stations. While the anger and hate of the people towards the military police could also be considered reasons for their attacks, many attacks were also made to rescue people who had been arrested and detained.
