국문 초록

연구목적: 본 연구는 고사서를 중심으로 한국의 전통사회 장애인교육과 사회통합에 대해 살펴 본 것으로 삼국시대 장애인은 대체로 국가의 진대법(賑貸法) 등으로 지원했으나 교육으로 연결되어 관직에 등용된 것은 아니었다. 연구방법: 그 중 고구려는 가장 활발하게 진대(194년, 고국천왕)하여 후한(後漢) 사람들까지 다투어 피난을 왔고, 백제, 신라도 따라 시행하였으며, 특히 왕안석(宋 神宗, 1070년)이 청묘법(靑苗法)으로 받아들였을 정도로 선구적인 모델이다. 고려의 장애인 정책과 교육은 서경학교와 서운관에서 맹승을 대상으로 침술교육을 실시하는 등 장애인 사회전환을 위한 직업교육이 과거제도로 이어진 사례이다. 이는 국가가 지원한 세계최초의 장애인교육과 사회통합 사례로써 특수교육적으로 매우 가치 있는 일이라 할 수 있다. 조선시대 장애인 정책과 교육은 시각장애인 악사들이 관직을 받아 녹봉을 받고 왕실의 연회에서 가무 반주나 관현악합주를 담당했던 것으로 나타난다. 조선 시대의 장애 분류는 연산군(燕山君) 대에 장애규정을 세분화하여 대상을 선별하고 그에 따른 지원과 군역을 면제하였다. 이러한 장애인 진단과 처우는 세계 어느 나라에서도 찾아 볼 수 없는 교육사적 의미를 지닌다. 연구결과: 이는 Charles-Michel de l Épée가 설립(1750)한 프랑스 파리농학교(Institut National de Jeunes Sourds de Paris) 보다 현저하게 앞서 있으며, 영국의 엘리자베스구빈법(1601년)보다도 앞서 있는 것이다. 결론: 한국전통교육에는 서구 못지않은 우월한 교육철학이 존재했음에도 접근하기 어려운 고사서 번역과 전문가부족, 사료 발굴 등의 한계가 있었다. 이는 고전 사료 번역에 대한 이해를 갖추고 역사적 기록에 근거해 자료를 수집하고 검토할 역량 있는 연구자를 지원해야함을 시사하며, 지금까지 관행되어 온 서구의 자료에만 의존하지 않고 국제학술대회나 국제학술지, 저서 등을 통해 이를 알리고 확산시켜야 할 필요성을 제언하는 바이다.

영문 초록

Purpose: This study investigated the education of the disabled and social integration in the Three Kingdoms period, Koryo, Joseon, focusing on the Korean Classical Books. Method: It was observed that there was for the disabled during the Three States Period that were generally supported by the state s Jingdae Law(賑貸法). Goryeo s policy and education of disabled that acupuncture education for the blind led to national examination. This is the world s first case of disabled education and social integration for the disabled supported by the state. Joseon s policy and education of the disabled from the government was to given a stipend the blind musicians and the administrative office. The Joseon government divided the regulations on disability and selected the support and military service accordingly. These diagnoses and treatments of people with disabilities are examples can not be found in any country in the world. Results: This established a unique value system for disability only for Koreans, ahead of the Institute National de Jeunes Sourds de Paris(1750) established by l Epée, and the Elizabeth Poor Laws in England(1492-1601), which has been recognized as the beginning of policies for the disabled. Conclusion: It is necessary to support researchers who have an understanding of classical translation as well as collect and closely review data based on historical records. It is suggested that necessary to inform and spread it through international conferences, journals, books, and mass media, rather than relying on the Western data that has been practiced so far.
