국문 초록

남북 경색국면이 장기화함에 따라 남북 간 교류협력이 중단돼 있지만, 오히려 현시점을 지자체 남북교류협력 재개를 대비한 준비 기간으로 활용할 수 있다. 과거 지자체는 남북관계가 개선되면, 그때서야 사업 추진을 모색했다. 따라서 다양한 외적 변수에 취약한 남북교류협력을 단기간 내 성사시키기에는 사업의 계획성･체계성 부실, 역량 부족, 전문인력 부재 등 여러 면에서 문제점이 드러났다. 본 연구는 기존의 지자체 남북교류협력 거버넌스 차원의 접근이 아닌, 네트워크 개념의 적용을 통해 효율적 운영 방안을 제안하고자 했다. 과거에는 지자체 남북교류협력 거버넌스가 구축되지 않았으나, 최근 ‘남북평화협력 지방정부협의회’라는 지자체 차원의 거버넌스가 구축되었기 때문에 네트워크화를 통한 효율적 운영 방안 수립에 중점을 두는 것이 필요하다. 이를 위해 지자체 남북교류협력 네트워크의 현황과 문제점을 살펴보고, 효율적 운영을 위한 지자체 남북교류협력 네트워크의 명확한 목표 및 방향 설정, 운영 방안 제안, 북한 수요 반영, 신내생적 지역발전 전략의 병행추진 등을 제안했다.

영문 초록

Inter-Korean exchanges and cooperation have been suspended due to the prolonged economic hardship, but the present point can be used as a preparation period for the resumption of inter-Korean exchanges and cooperation by local governments. In the past, local governments sought to promote the project only when inter-Korean relations improved. Therefore, in order to achieve inter-Korean exchanges and cooperation, which are vulnerable to various external variables, within a short period of time, problems were revealed in various aspects such as poor planning and systemicity of the project, lack of competency, and lack of professional manpower. This study tried to propose an efficient operation plan through the application of the network concept, rather than the existing local government approach for inter-Korean exchange and cooperation governance. In the past, governance of inter-Korean exchanges and cooperation was not established by local governments, but since the local government-level governance called the “Inter-Korean Peace and Cooperation Local Government Council” has recently been established, it is necessary to focus on establishing efficient operation plans through networking. To this end, the current status and problems of inter-Korean exchange and cooperation networks of local governments were examined. In addition, it was proposed to set clear goals and directions for the inter-Korean exchange and cooperation network of local governments for efficient operation, to propose an operation plan, to reflect North Korean demand, and to promote a new endogenous regional development strategy in parallel.
