국문 초록

[연구목적] 본 연구는 대학교육의 질과 경쟁력 확보를 위한 대학평가의 중요성이 강조되고 있는 현 시점에서 한국의 대학평가제도인 대학기관평가인증제의 발전을 위한 시사점을 모색하는 것이다. 이를 위해 미국의 CHEA, 영국의 QAA, 한국의 대학교육협의회의 대학평가를 비교·분석하고자 했다. [연구방법] 이러한 목적을 달성하기 위해 본 연구에서는 대학평가를 체제적 관점에서 접근하고자 했다. 따라서 미국의 CHEA 대학평가인정, 영국의 QAA 대학평가와 한국의 대학기관평가인증을 비교·분석하기 위한 준거로 평가 기조(평가 목적)에 따라 투입(평가 주체, 평가 비용), 과정(평가 내용 및 기준, 평가 절차), 산출(평가 결과의 공개, 평가 결과의 활용)을 설정하고 관련 문헌들을 분석하였다. [연구결과] 미국, 영국, 한국의 경우 대학평가의 목적은 고등교육의 질 보장과 인증기준을 제시함으로써 대학이 사회적으로 신뢰할 수 있는 기관임을 대중에게 공표하는 것이 공통적인 특징이었다. 평가 절차는 위 국가 모두 서면평가와 현장 방문평가를 중심으로 이루어지고 있었다. 또한, 인증 유형은 국가마다 약간씩 상이하지만 평가 결과를 대학과 대중에게 공개하고 있었다. [결론] 한국의 대학기관평가인증제가 지속적으로 유지 및 활성화되기 위해서는 독립적인 평가기구로서의 위상 강화와 정체성에 대한 논의가 필요하며 인센티브 제도를 통한 안정적인 수입 재원 마련, 평가 과정에서 학생 참여의 강화, 대학기본역량진단과의 평가 지표 연계 등이 이루어져야 할 것이다.

영문 초록

[Purpose]This study seeks implications for the development of the university institution evaluation certification system, a university evaluation system in Korea, at a time when the importance of university evaluation and competitiveness are emphasized. To this end, we tried to compare and analyze the university evaluation of the CHEA, the QAA, and the Korean University Education Council. [Methods]This study attempted to approach university evaluation from a systematic perspective. Therefore, input (evaluation subject, evaluation cost), process (evaluation content and criteria, evaluation procedure), output (disclosure of evaluation results, use of evaluation results) was set and related literature was analyzed according to the evaluation stance (evaluation purpose). [Results]In the case of the United States, the United Kingdom, and Korea, the purpose of university evaluation was to announce to the public that universities are socially reliable institutions by presenting standards for quality of higher education. The evaluation procedure was centered on written evaluation and on-site visit evaluation in all of the above countries. In addition, although the types of certification vary slightly from country to country, the evaluation results were disclosed to universities and the public. [Conclusion]In order for Korea s university institution evaluation and certification system to be maintained and activated, it is necessary to strengthen its status as an independent evaluation body and discuss its identity.
