제20대 대통령선거를 위한 더불어민주당의 대통령후보경선 분석

국문 초록

민주화 이후 유력정당들은 제16대 대통령선거부터 국민참여경선을 대통령후보결정에 활용하면서 다양한 국민참여방식을 도입하였다. 본 연구는 더불어민주당의 제20대 대통령후보경선에서 국민참여경선방식이 어떻게 활용되고, 대통령후보결정에 어떤 영향을 주었는지를 검토하였다. 더불어민주당은 제20대 대통령선거후보를 선출하기 위해 예비경선과 본경선을 실시하였다. 첫째, 예비경선이다. 예비경선은 3번의 국민면접, 당원과 국민에 의한 여론조사를 각각 50%씩 반영하였다. 예비경선에는 9명이 참여해 이재명, 이낙연, 추미애, 박용진, 정세균, 김두관 등 6명의 본경선 후보를 확정하였다. 둘째, 본경선이다. 본경선은 후보자가 정책을 사고파는 정책마켓인 슬기로운 후보생활, 10개 권역의 순회경선, 3차례의 수퍼위크를 실시하였다. 본경선은 순회경선에서 국민·일반당원선거인단투표, 전국대의원투표, 권리당원 투표가 진행되었으며, 투표방식은 현장투표, 온라인투표, 강제ARS투표, 자율ARS투표이다. 본경선은 4명의 후보가 완주해 이재명 후보가 득표율 50.29%를 얻어 더불어민주당의 대통령후보로 당선되었지만 후보들에 대한 정책검증, 자질검증에도 불구하고 양강구도를 변화시키지 못하였다.

영문 초록

From the 16th presidential election after democratization in 1987, the leading political parties have used public participation to elect presidential candidates. This study reviewed public participation election method of the Minjoo party for the 20th presidential election and how it affected the presidential candidate decision. The Minjoo party held the first and second presidential primary elections for the 20th presidential election on March 9, 2022. First, it is the first preliminary round. Three public interviews were conducted in the this round, and the primary election method was a polling method by party members and the public, and 50% of each was reflected. Nine candidates participated in the first preliminary round and confirmed six candidates including Lee Jae-myung, Lee Nak-yeon, Chu Mi-ae, Park Yong-jin, Chung Sye-kyun and Kim Du-kwan to participate in the second preliminary round. Second, it is the second preliminary round. This round consisted of wise candidate life which are policy markets for candidates to buy the policy proposed by the people and sell the policy proposed by the candidate, discussions and voting by ten districts, three super weeks. According to the schedule of the second preliminary round, the electoral group voting for the national and general party members, the national delegate voting, and the voting by the right party members were held. The voting method is on-site voting, online voting, forced ARS voting, and autonomous ARS voting. Six people participated in the second round, but candidates Chung Sye-kyun and Kim Du-kwan resigned and four participated. Candidate Lee Jae-myung received 50.29% of the votes was elected as the 20th presidential candidate of the Minjoo party. In the 20th presidential candidate election of the Minjoo party, policy verification and qualification verification of the candidates were conducted through the circuit race, but it was limited in changing the strong two-person match.
