국문 초록

20대 대선을 앞둔 한국사회에서는 복지시스템 구축을 위한 정치적 실현가능성 유형 분류를 통해 보편적 복지와 선별적 복지에 관한 논쟁이 진전되고 있다. 이에 본 논문에서는 기본소득제의 정치적 실현가능성에 관하여 분석하였다. 본고는 기본소득에 관한 시행은 관계행위자 및 선행제약요인에 영향을 받는 유형으로 분류하였다. 또한 본고에서는 기본소득에 관한 국내 논의 상황을 전략적 실행가능성의 이론적 틀을 통해 분석하였다. 정치적 실현가능성의 유형 중 안심소득에 관한 시행은 대중행위자 및 후행제약요인에 영향을 받는 유형으로 분류된다. 이에 본고는 전략적 실현가능성 측면에서 사회적절성, 실행가능성, 존속가능성, 대상효율성 항목 분류를 통해 정책가능성을 분석하였다. 첫째, 사회적 적절성은 최소한의 생활수준을 보장할 수 있느냐의 문제다. 둘째, 대상 효율성은 사회복지의 욕구 수준이 높은 사람에게 얼마나 자원이 집중적으로 할당되느냐의 문제이다. 나아가 본고에서는 안심소득에 관한 이론적 토대인 ‘마이너스 소득세(Negative Income Tax)’에 관한 고찰을 통해 안심소득의 정책가능성을 분석, 검토하였다.

영문 초록

In Korean society ahead of the 20th presidential election, the debate about universal welfare and selective welfare is progressing through classification of political feasibility types for the establishment of a welfare system. This paper analyzed the political feasibility of the basic income system. This paper classified the implementation of basic income into a type that is affected by related actors and prior constraint factors. In addition, this paper analyzed the domestic discussion on basic income through the theoretical framework of strategic feasibility. Among the types of political feasibility, the implementation of safe income is classified as a type that is affected by public actors and subsequent constraint factors. In this paper, policy feasibility was analyzed through the classification of social feasibility, feasibility, survivability, and target efficiency in terms of strategic feasibility. First, social adequacy is a matter of whether a minimum standard of living can be guaranteed. Second, target efficiency is a matter of how intensively resources are allocated to people with high social welfare needs. Furthermore, in this paper, the policy possibility of safe income was analyzed and reviewed through consideration of Negative Income Tax , which is the theoretical foundation for safe income.
