국문 초록

지방공사의료원은 지방공기업으로서 경영목표가 공공성과 기업성의 조화에 있기 때문에 일반사기업에서와 같이 단지 수익성에 기초하여 평가하는 것이 아니라 공익성과 기업성의 조화측면에서 사기업의 경영평가와는 다른 모델을 적용할 필요가 있다. 지방공사의료원의 직원을 대상으로 설문조사를 실시하여 경영평가 등에 대한 인식실태를 분석하였다. 본 연구에서 제시된 지방공사의료원의 경영 개선방안은 다음과 같다. 첫째, 지방공사의료원이 책임 있는 기관으로 경영되기 위해서는 기본적인 회계와 경영에 대한 직원교육이 필요하다. 둘째, 수익성을 가장 중요시하고 있는 현행의 경영평가제도는 공공성을 더욱 강조하는 방향으로 개선되어야 한다. 셋째, 의료원 경영평가가 의료원 운영에 미치는 영향이 크다고 생각하는 직원의 경우 경영평가 담당기관으로 외부중립기관을 선호하고 있다. 넷째, 의료원 경영의 초점은 고객중심의 경영을 통해 보다 신뢰성을 회복하여 경쟁력을 강화해야할 필요성이 있다. 다섯째, 직원들의 주인의식고취, 승진적체해소, 노사갈등해소 등 인사관리 측면의 개선이 필요하다.

영문 초록

As the management goals of regional public enterprises, especially regional medical institutes(RMIs), rest on the two arms of the balance of the public good and profitability, they should not be evaluated on pure profitability as private enterprises, but rather be applied with a new management evaluation model for measuring their contribution toward the public good and profitability. Thus, methods for evaluating management of RMIs as regional public organizations are in need of appropriate attention. Therefore, this study aimed to analyze the management evaluation systems for RMIs, suggest improvements for management evaluation for RMIs. This study conducted surveys on the employees for their perception on management evaluation and current conditions and future improvement suggestions for the RMIs. The findings are as follows. First, the surveys revealed that most RMI employees were not aware of the accounting methods. They also perceived that their jobs were not significantly influenced by the methods. Considering the general fact that employees with knowledge of accounting methods tend to show higher management satisfaction, job satisfaction, management transformation awareness and management evaluation satisfaction, basic accounting and management training for employees is in absolute necessity for responsible operation of RMIs. Second, the RMIs must employ accounting methods which can guarantee their public good. Accounting recording methods and evaluation standards must be changed in order to shift the purpose of existence of RMIs from making profit to pursing public good. Third, a majority of the employees surveyed perceived that contribution toward the public good should be the most important factor in management evaluation standard for medical institutes. This clearly indicates the reason for existence of RMIs and those employees who regarded public good as important also appeared to have high job satisfaction. Fourth, most respondents argued that management evaluation must be conducted by external independent organizations.
