국문 초록

도시계획시설은 국토계획 및 이용에 관한 법률에 의하여 법적인 근거가 마련되어 있고 하위법령으로 각 지자체별로 조례로 규정하여 시행하고 있다. 위임된 사항은 조례에 반영하여 시행하다보니 지자체별로 조례적용에 상이성 많다. 하수관로 및 옥외광고물 관련 사항도 시와 도의 조례로 정하여 시행하고 있다. 이 역시 지자체별로 상이성이 많다. 따라서 체계적인 하수도 시설 관리로 하천수질개선, 토양오염 방지 등 주민들에게 쾌적한 생활환경을 제공할 수 있도록 하수관로의 신속한 교체가 필요하나 비용과 효용의 문제가 양립된다. 이러한 점을 고려하여 하수도 관로는 민간이 부담하는 배관의 설치비용의 절감을 통하여 하수관로의 설치 및 교체를 활성화하고자 하였다. 옥외간판은 층수의 규제의 완화를 통하여 미적인 이미지 개선 측면에서 연구하였다. 연구결과를 토대로 조례의 개정사항을 제시하였으며 규제 완화를 통하여 민간영역의 역할을 활성화하고자 하였다.

영문 초록

Urban planning facilities have legal grounds under the National Land Planning and Utilization Act, and are prescribed by ordinances for each local government by sub-laws. The cost of installing sewer pipes is reduced, and new construction is carried out as an old-age housing maintenance project in the towns and villages In addition to inducing activation by cost reduction, the improvement of residential environment in the vulnerable class is effective and the cost of various licenses and permits required for the construction of the sewer connection.
