캄보디아 물류 발전요인 도출에 관한 연구

국문 초록

본 연구는 향후 국내 물류 기업들의 전략적 진출이 가능한 신남방 국가 중 캄보디아를 대상으로 물류 발전을 위한 요인을 도출하고자 한다. 캄보디아는 물류 요충지에 있음에도 불구하고 물류 시스템 인프라 부족으로 주변국과 비교해 물류 비용이 높은 상황이다. 세계은행에 따르면 2018년 기준 캄보디아의 물류 경쟁력 지수(LPI)는 2.58로 160개국 중 98위이며, 그 중 물류 인프라 지수는 2.14로 최하위이다. 캄보디아의 물류 문제점을 살펴보면 국가 물류 단지 부재 및 교통 인프라 시설 부족, 물류 산업 낙후, 물류 관련 법⋅제도 및 컨트롤타워 부족, 물류 정보시스템 부재 등을 꼽을 수 있다. 본 연구에서는 캄보디아의 물류 현황을 파악하고, 물류 발전을 위한 요인들을 도출하였다. AHP 분석기법으로 캄보디아 물류 발전을 위한 상위요인을 크게 3가지로 도출하였으며, 세부 추진전략으로 각각 4가지의 하위요인을 제시하였다. 이후 해외물류사업 경험이 있는 업계 및 학계 전문가를 대상으로 설문조사를 실시하여 전략의 상대적 중요도를 분석하였다. 그 결과, ‘디지털 환경을 위한 제도적 마련’(0.466)이 가장 중요한 상위요인으로 나타났으며, ‘디지털 전환을 위한 물류정보시스템 구축’ (0.353), ‘디지털 혁신을 통한 성장동력 발굴’(0.181) 순으로 나타났다. 하위요인에서는 ‘물류 및 정보화 관련 법제 정립’(0.182)이 가장 중요한 것으로 나타났으며, ‘물류정보 수집 및 발굴’(0.137), ‘물류 표준화 시범시스템 추진’(0.113), ‘국가물류기본계획 수립’(0.113), ‘국가물류정보시스템 구축’ (0.098) 순으로 나타났다. 상위요인과 하위요인 모두 법⋅제도와 관련된 내용이 중요하게 나타나 캄보디아의 물류 법제정비가 가장 시급하다는 것을 알 수 있었다. 본 연구의 결과는 캄보디아처럼 물류 발전이 필요한 국가들을 위한 가이드라인으로 활용될 수 있을 것이다.

영문 초록

This study aims to derive factors for logistics development in Cambodia among new southern countries where domestic logistics companies can enter strategically in the future. Although Cambodia is in a logistics hub, logistics costs are higher than those of neighboring countries due to a lack of infrastructure for logistics systems. According to the World Bank, Cambodia’s logistics competitiveness index (LPI) stood at 2.58 as of 2018, 98th out of 160 countries, of which the logistics infrastructure index was the lowest at 2.14. Cambodia’s logistics problems include the lack of national logistics complexes and transportation infrastructure facilities, poor logistics industry, lack of logistics-related laws, systems and control towers, and lack of logistics information systems. In this study, the current status of logistics in Cambodia was identified, and factors for logistics development were derived. With the AHP analysis technique, three major high-level factors for the development of Cambodian logistics were derived, and four sub-factors were presented as detailed implementation strategies. After that, a survey was conducted on industry and academic experts with experience in overseas logistics business to analyze the relative importance of the strategy. As a result, “institutional arrangement for the digital environment” (0.466) was the most important top factor, followed by “building a logistics information system for digital transformation” (0.353) and “discovering growth engines through digital innovation” (0.181). As for the sub-factors, “establishment of laws related to logistics and informatization” (0.182) was the most important, followed by “collection and discovery of logistics information” (0.137), “promotion of logistics standardization pilot system” (0.113), “establishment of national logistics plan” (0.113), and “establishment of national logistics information system” (0.098). Both the upper and lower factors showed that the contents related to the law and system were important, indicating that Cambodia’s logistics legislation was the most urgent. The results of this study can be used as guidelines for countries in need of logistics development, such as Cambodia.
