국문 초록

급속히 변화하는 지식정보화시대 국가경영에 참여하는 유동적이고 적극적인 인재의 발굴을 위해 PSAT(공직적격성시험)가 개발되었다. PSAT는 거시적으로 단편적 지식 평가의 한계에 대한 인식과 급속한 행정환경변화에 신속히 대처할 수 있는 인재를 선발하기 위한 채용의 동향이 반영되었다고 볼 수 있다. 미시적으로 이전의 공무원 시험제도의 문제점인 수험기간 장기화로 인한 고시낭비 문제와 학교 교육과의 단절성과 학원 강의 의존도 심화 등을 해소하기 위해 도입하게 되었다. PSAT는 시험과목과 평가방식에 대해 영역별로 총체적으로 조망하고 분석해보면서 그 기대효과가 대체로 긍정적이었다. PSAT를 둘러싼 담론들도, 가령 공직 직무수행 역량 강화, 민간부문 취업 호환성 강화 내지는 대학 및 고등학교 교육 연계성 강화 등에 대한 문제점들도 대학교육의 정상화에 이바지할 것이다.

영문 초록

The PSAT (Public Service Attitude Test) was developed to discover talented people. The PSAT can be seen macroscopically as a reflection of the recognition of the limitations of piecemeal knowledge evaluation and the hiring trend to select talents with problem-solving ability to quickly respond to rapid changes in the administrative environment. It was introduced in order to solve the so-called wasting of exam caused by the prolonged examination period, the disconnection from school education, and the deepening dependence on private institute lectures. As for the PSAT, the expected effects were generally positive by looking at and analyzing the test subjects and evaluation methods in each area as a whole. Discourses surrounding the PSAT will also contribute to the normalization of university education, such as strengthening the capacity to perform public duties, strengthening job compatibility in the private sector, or strengthening the connection between college and high school education.
