평생학습 제도화 현상의 이론적 기반과 글로벌 전개과정

국문 초록

평생학습의 제도화란 사회 전반에 평생학습체계를 구축해가는 지속적이고 반복적인 과정이다. 평생학습은 포스트-근대적 지식양식 및 그 학습을 지원하는 체계를 지속적으로 생산해간다. 이를 위해 교육체계로부터 학습을 탈주시키는 양상을 새로운 사회적 학습양식으로 구조화해낸다. 이를 통해서 사적 활동이던 개인의 학습활동들이 선택적으로 사회적 가치와 연동하도록 하며, 일정한 형태의 사회적 기능성을 가지게 하는 한편, 이를 사회적 차원에서 집합적으로 재생산할 수 있는 조직체계와 구조를 만든다. 그런데 이때 우리가 말하는 평생학습양식 혹은 그 제도화적 형태로서의 평생학습체계가 무엇인가의 문제는 결코 개념적 연역적으로 답해질 수 없다. 포스트-근대성이라는 것 자체가 어떤 현상의 본질을 개념으로 환원하여 규정하는 것을 거부하는 일이며, 이 점에서 연구자는 평생학습체계가 무엇인가를 개념적 규범적으로 규정할 수 없다고 주장한다. 이 글은 체계가 모종의 설계자에 의해 가치와 개념 혹은 목적론적 차원에서 의도적으로 디자인되는 것이 아니며, 모종의 우연하고도 산만한 차이들의 누적적이고 재귀적인 형성을 통해 만들어진다는 이론들에 기반하여 평생학습체계가 생산되는 과정을 설명한다. 이 글에서 연구자는 수동적 결정론에 빠져있던 기존의 평생학습체계관에 대비하여 물리주의적 신유물론과 사회생물주의적 사회체계 이론의 관점들을 검토하고, 그에 비추어 20세기 이후 전개된 평생학습제도화의 실제 역사적 전개 과정에서 평생학습의 실천들이 형성해내는 경계 및 정체성 형성 과정을 관찰하고 설명하려고 시도한다. 특히, 2000년대 유럽과 동아시아 평생학습제도화의 연대기적 변이과정을 통해 평생학습의 제도화를 주도한 힘이 어떤 선험적 개념에 의한 연역적 구성과정이 아니었다는 점을 설명한다. 오히려 제도화는 지속적 반복을 통해 자기 경계의 흔적을 만들어내는 동시에 그 경계를 통해 평생학습이 어떤 것인지를 이념화해낸다. 이제 평생학습이 무엇인가라는 질문에 대한 답은 바로 그러한 평생학습이라는 이름으로 벌어져왔던 일들을 추적하는 가운데 획득되어야 한다. 이런 복잡성과 산만함 속에 숨겨져 있는 창발적 패턴과 재귀적 확장과정을 포착하는 일이 결국 평생학습에 대한 일반이론연구 라고 할 수 있다.

영문 초록

The institutionalization of lifelong learning is a continuous and recursive process of building a lifelong learning system throughout a whole society. Lifelong learning allows individual learning activities, being private in nature, to be selectively endowed social values through the institutionalization process, and allows them to possess social meanings and have a certain form of social functionality while creating an organizational system and structure that can collectively reproduce at the social level. Also, by linking parts and parcels of learning activity systems that share similar kinds of structures, the comprehensive emergent systems as of a lifelong learning system are territorialized. In this paper, I tried to understand the characteristics of the institutionalization process by applying the perspective of the social systems theory, developed by Maturana or Luhmann. Acording to the theory, all social systems are by nature complex systems being recognized as emergent living things that produce self-territoriality through operational closure, structural couplings, structural drift, and self-referential organizing processes. Also, the systems are a living existence that weaves one s own identity by repeatedly producing the differences through continuous distributed and recursive practices. In this paper, the researcher tried to re-affirm this diversity of the patterns in the chronological cases that show the transformation process of lifelong learning institutionalization in Europe and East Asia. Lifelong learning is not at all a phenomenon that can be defined deductively by any prior concept. Rather, institutionalization creates traces of self-territories through continuous repetition and at the same time conceptualizes what lifelong learning implies through those obtained territorial differences. Now, the answer to the question of what lifelong learning is must be obtained by tracing the historical and cultural events that have actually taken place in the name of lifelong learning. Capturing emergent patterns and recursive expansion processes hidden in such complexity and distraction is ultimately a way of developing a general theory of lifelong learning.
