소위 “독도문제”의 본질

국문 초록

이 글은 일본에서 만들어진, 오늘날 일본인들의 가까운 선조들에 의해 만들어진, 일본의 권위있는 정부기관에서 생산된, 일본의 사료들만을 기초 자료로 하여, 당면하고 있는 소위 “독도문제”의 본질을 이해하려 했으며, 그 문제의 중심에는 조작된 『島根縣 告示 第40號』가 존재하고 있음을 밝히려 하였다. 결론적으로, 일본은 독도가 주인없는 땅이 아니라는 역사적 사실을 1905년의 시마네현고시 제40호 이전에 이미 알고 있었으며, 고시에 의한 영토편입 이후에도 일본의 독도에 대한 영토인식, 즉 조선의 영토라는 기존의 인식에는 변화가 없었음을 확인하였다. 더욱이, 일본이 국제법적 근거로 내세우는 『島根縣 告示 第40號』의 실체는 일본 제국주의가 독도 불법강점을 위해 은밀히 진행시킨, 위장된 근거에 불과하다는 점이 드러났다. 당시의 국제 상황, 그리고 러시아와 전쟁의 와중에 그야말로 비밀에 붙일 수밖에 없는 저간의 사정을 모르는 바는 아니지만, 일본의 뿌리깊은 침략근성, 끈질긴 영토팽창야욕에 기인하는 술책으로 이해하고자 한다.

영문 초록

This paper is trying to understand the true nature of what is called Dokdo Problems through the research papers and some of the official documents only produced by Japanese government and some other Japanese who had responsible posts. The purpose of this paper is that to make it clear thorough the Dokdo Problem is originated from the「Shimane Prefectural Government Bulletin No. 40.」 I have reached to the conclusion that Japan already acknowledged the historical fact that Dokdo is the not orphanage territory even prior to the notification of「Shimane Prefectural Government Bulletin No. 40.」in 1905. After the inclusion of the territory by the bulletin, Japan confirmed that Dokdo is the territory of Joseon. Besides, the「Shimane Prefectural Government Bulletin No. 40.」 which is the evidence of the forced interpretation of the international law by Japanese government. However, the「Shimane Prefectural Government Bulletin No. 40.」was verified as an internal circulation document rather than a notice that can be spread out to the public. It was revealed that the document was disguised that Japanese desire to have the grab on Dokdo in secret. Although, the international situation was humble during at war with Russia, however, it is clear that the persistent aggression of Japanese national character of make it to distort history through some of the official documents that can be given priority to national interests.
