국문 초록

제2차 아베내각이 들어선지 1년이 되었다. 그간 한일관계는 독도와 과거사문제가 양국의 현안이 되면서 지난 1965년 국교정상화 이래로 최악의 상황을 맞고 있다. 또한 일본의 헌법 개정움직임과 집단적자위권행사를 위한 법적조치는 한일관계 뿐만이 아니라 동북아시아에도 긴장관계를 고조시키고 있다. 그렇다면 아베정부는 왜 주변국의 우려에도 불구하고 우경화정책을 고집하고 있는 것일까? 이는 두 가지로 요약 될 수 있다. 첫째, 1990년 이래로 계속되는 경제 불황과 실업자증가로 인한 국내정치의 불안요인을 잠재우기위한 것으로 볼 수 있다. 둘째, 일본국내정치의 우경화정책을 통한 정권의 안정과 부상하는 중국에 대응하기위한 군비증강이다. 하지만 일본의 이러한 국내외적 요인이 한일관계에 악영향을 주고 있다. 그래서 이 논문은 아베내각의 우경화정책이 한일관계에 미치는 문제점 분석과 한미일의 입장을 이해하는 데 목적을 둔다.

영문 초록

A year has passed since the second Abe cabinet started off. Recently with Dokdo and history issues, Korea-Japan relationship is going through its worst times since the 1965 ROK-Japan Normalization Treaty. Moreover, Japan’s aim of reforming its Constitution and exercise of collective self-defense is increasing tension not only in Korea but also in Northeast Asia. Why is the Abe cabinet insisting upon rightest policies, despite its neighboring countries’ concerns? There are largely two reasons. First, it is in order to appease domestic political uncertainty which developed since 1990 due to economic recession and increase in the unemployment rate. Second, it is in oder to increase armaments and stabilize its government in correspondence to the rising China. Japan’s rightest policies based on these reasons, however, are having harmful effects on Korea-Japan relations. This paper aims to examine the effects of Abe cabinet’s policies on Korea-Japan relations, and further understand Korea, U.S. and Japan’s stances.
