일본 독도정책의 특징과 딜레마

국문 초록

일본의 독도정책은 정치 행위로서 항의의 성격을 띠고 있다. 이는 국제사회에서 제도화된 법규 혹은 규범보다 정치적 가치에 따라 단순한 반대를 표하는 것으로 권리보전을 위한 소극적인 행위 차원에서 이의를 제기하는 행동이다. 일본 정부는 시마네현의 독도 관련 정책 시책들을 ‘고유영토 주장’과 국제사법재판소 제소의 필요성을 효과적으로 알리는 데 주력하고 있다. 시마네현의 독도 관련 시책들은 사료와 자료를 찾아내는 것을 넘어서 영유권 주장을 위한 공세적 논리로 ‘다케시마의 날’ 행사의 정치화, ‘다케시마문제연구회’의 관제화, 독도 영토교육의 확산화 등과 같은 특징을 보여주고 있다. 반면 이러한 특징들은 정부 주도의 해양정책에 예속된 독도정책, 우경화된 ‘다케시마문제연구회’의 구성원, 노골적으로 편향된 독도교육의 강화 등과 같은 딜레마도 동시에 가지고 있다. 이처럼 시마네현의 독도 관련 시책들은 일방적 선언에 적용되는 지도원칙으로 항의한 영토의 권리를 보전하기 위해 현존하는 상황이 고착화되는 것을 방지하려는 항의의 일환이라고 볼 수 있다.

영문 초록

Japan’s Dokdo policy has a feature as the protests of political action. It is a simple opposition by political values than the institutuionalized laws or norms of the international community. Also, it is to make an objection on the basis of passive action for the preservation of rights. The Japanese government is focused on informing effectively Shimane Prefecture’s policy measures related to Dokdo, “distinguished territory order” and the need to appeal to the International Court of Justice. Beyond finding historical sources and data, Shimane Prefecture of policy measures related to Dokdo is showing the following characteristics: the politicization of “Takeshima Day’s” event for the offensive logic of claiming sovereignty, government-inspired controlment of “Takeshima Study group” and the spread of Dokdo territorial education. On the other hand, these characteristics have dilemma at the same time such as Dokdo policy under the control of government-led maritime policy, members of right-winged “Takeshima Study Group” and the strengthening of blatantly biased Dokdo education. Like this, the Shimane Prefecture of policy measures related to Dokdo as a guiding principle applied to a unilateral declaration could be seen as a part of a protest to prevent existing conditions from sticking in order to preserve the rights of the protested territory.
