국문 초록

본 연구의 목적은 생활문화 활성화를 위해서 대전시의 생활문화동호회 현황과 문화시설현황을 분석하고, 대전문화재단에서 운영하는 생활문화지원사업을 토대로 대전시 생활문화 실태파악을 통해 정책요인을 도출하고 생활문화 우선 정책과제를 산정하는데 있다. 먼저 대전시 생활문화 진단을 위해 대전시의 생활문화의 유 무형의 인프라와 지원사업에 대한 자료를 수집하였다. 수집된 기초자료를 체계화하여 도출된 생활문화 활성화를 위한 정책요인들에 대한 우선순위를 지역상황에 맡게 정리하였다 본 연구는 기대효과는 첫째, 대전시 생활문화 우선정책의 당위성 및 시의성을 제시할 수 있다. 둘째, 대전생활문화 정책기조 및 정책사업을 위한 세부적인 영역 구분이 가능한계층이 구조화된다. 이러한 세부적인 영역 구분을 통해 구체적인 정책대안 개발이 가능하며, 정책의 실현에 용이하다. 대전 생활문화정책 우선과제로 하드웨어 휴먼웨어 인프라구축, 생활문화 인식개선, 생활문화 유관법안 제정, 생활문화 예산확보 및 집행, 생활문화 프로그램 개발 및 평가체계 확보, 문화 전문인력 확보 등 6개과제가 도출되었다. 또한 문화기반시설은 교육 프로그램을 통해 기량을 습득, 향상시켜 생활문화 향유의 기초를 담당하여 동호회 형성은 이 과정에서 가능하다. 동호회들이 지역의 주요한 문화자원으로 지역문화발전과 지역민들과 활동을 공유하는 상호 협력 및 지속적 재교육은 문화재단이 담당하게 하고 제도적 기반 및 재원은 지자체가 담당하는 정책이 필요하다.

영문 초록

In order to revitalize the culture-into-life, we analyzed the status of the life culture club and cultural facilities in Daejeon. Based on the life culture support project operated by the Daejeon Cultural Foundation, it is to derive the policy factors and to determine the priority of the life culture policy through grasping the actual condition of culture-into-life in Daejeon. First, Daejeon collected data on tangible and intangible infrastructure and supporting projects of culture-into-life. The collected basic data was organized to prioritize the policy factors for revitalizing culture-into-life. The expected effects of this study are as follows: First, the justification and timeliness of the priority policy of culture-into-life in Daejeon can be presented. Second, the hierarchical structure that can distinguish the detailed areas for Daejeon Life Culture policy stance and policy project is structured. By dividing these detailed areas, it is possible to develop concrete policy alternatives and to facilitate policy implementation. As a priority for Daejeon s life culture policy, there are six tasks: building hardware human ware infrastructure, improving life culture awareness, enacting relevant laws for culture-into-life, securing and executing culture-into-life budgets, developing and evaluating a living life culture program, and securing cultural experts. Derived. In addition, cultural infrastructures can acquire and improve skills through educational programs, and serve as the basis for enjoyment of culture-into-life. The cultural foundations are responsible for mutual cooperation and continuous re-education, in which clubs share local cultural development and activities with local people as the main cultural resources of the region.
