농산어촌 교육 활성화를 위한 학교체제 재구조화 방안 탐색

국문 초록

이 연구는 농산어촌 교육의 활성화를 위한 학교체제 재구조화 방안을 다각도로 탐색하고자 한다. 인구의 도시 집중과 농산어촌 가임 인구의 감소에 따라 농산어촌 학교가 폐교되고 있는 등 도농간 교육 격차가 날이 갈수록 심화되고 있다. 이제 농산어촌 교육을 활성화하여 국민적 위화감을 해소하고 국토의 균형있는 발전을 위한 노력에 관심을 기울여야 한다. 이러한 문제의 인식에 따라 이 연구에서는 소규모 학교 통폐합의 실태와 문제점을 진단하고 농산어촌 교육 발전을 위한 정책 대안을 모색한다. 대다수의 교육정책 입안자들은 열악한 교육환경에서의 통폐합은 피할 수 없는 사회적 현상이며, 학생 인구가 급격히 감소된 지역의 소규모 학교가 재정의 낭비를 초래하고 운영과 관리의 어려움이 있다는 이유로 주변 인접 학교로 통폐합시키는 일에 문제 해결의 초점을 맞추고 있다. 그러나 학교 규모가 작다는 이유로 무리하게 통폐합이 추진되다보니 지역 주민의 강력한 반발에 부딪히는 경우까지 나타나게 되었다. 더구나 교육수요자의 교육선택권 보장을 위한 정책이 다양하게 강구되고 있는 선진국의 동향을 감안한다면 통폐합 정책은 다양한 변인들이 고려되는 신중한 접근이 필요할 것이다. 이 연구에서는 농산어촌 학교체제 재구조화의 방안으로 기존 학교체제를 횡적으로 재구조화하는 방안과 통합운영학교를 통한 종적 차원의 재구조화 방안을 제안하였다. 기존 학교체제를 재구조화하는 방안으로 거점학교 육성, 연중무휴학교 운영, 지속적인 지원체제를 들 수 있고, 통합운영학교의 내실화를 위해서는 인적, 물적, 행·재정적 통합이 우선되어야 한다. 농산어촌 교육이 활성화되려면 학교 내적으로는 교육과정 운영의 질을 높여야 할 뿐 아니라 시설 등 교육환경 개선이 선행되어야 할 것이며, 제도적으로는 학제의 개편과 교사자격 체제의 개편이 필수적으로 요청되고 있다. 이런 제도적인 보완이 전제가 된다면 지역의 교육인프라를 결집하여 집적의 효과를 꾀하려는 거점학교나 학제의 수직적인 통합을 통해 학교체제를 재구조화하려는 통합운영학교도 농산어촌 소규모 학교의 교육역량을 향상시키는 획기적인 대안이 될 수 있다.

영문 초록

The purpose of this study is to investigate the actual condition and problems of rural, mountain and fishing village schools which have educational and economical difficulties and to analyze the developing scheme and current situations of combination schools between schools of different levels. The structural problems that small scale schools have are that they could not manage normal education activities caused by lack of students. The study suggested that internal aspects should be double checked and considered at the beginning of the merge in order to improve their poor educational conditions, in order to achieve true meaning and actual effectiveness of the merge of the small scale schools in the farming and fishing villages, an internal integration needs to take place and administrational and systematical hindrance should be removed to assist combination schools. Rural, mountain and fishing village schools should be managed carefully when we consolidate them. It is not desirable to consolidate elementary and secondary schools, especially high school and elementary school. When we decide to close small rural schools, we should consider rural communities situation carefully. Combination schools should be given the authority of changing school system in order to accept the characteristics of their communities conditions according to each communities background. This study argues that education in farming, mountain and fishing area should be revitalized to reduce educational estrangement and social disparity in spite that the schools are in danger of being extremely smaller due to reduced population size of farming, mountain and fishing areas caused by the lowing birth rate and exodus from farming villages to cities.
