공공기관 연계 도심복합구치소의 경관구조에 관한 연구

국문 초록

구치소는 도심 내 법원 및 행정기관 근처에 위치하여 신속하게 형량을 결정하여 교도소로 이송되는 시스템이 합리적으로 이루어져야 한다. 그러나 현재 일부 대도시 이외에는 교도소에서 구치소 기능을 중복하여 사용함으로써많은 문제를 야기하고 있다. 본 논문의 목적은 도심복합구치소가 배치될 때공공시설 및 도심시설과 주변 업무 및 주거시설과 함께 위화감이 없이 기능을 시행할 수 있는 경관구조의 설계방법론을 정립하는 것이다. 전체적으로 도심복합 구치소의 경관부문과 관련하여 상업시설이 밀집한 지역을 제외하고대부분의 공공기관의 시설과 연계될 경우, 도심복합구치소는 공공기관과 유사하게 권위와 안정적인 건축어휘를 기반으로 하고 있으며 이를 위해 대부분의경우, 석재가 사용되고 있었다. 또한 도심 내 거주민과 보행자들에게 위화감이 들지 않도록 수용자와의 시선 및 소음차단을 위한 디테일이 고려되고 있었다. 시청과 연계되는 경우, 시청과 같은 공공시설의 부속건물로 인식되도록하면서 동시에 시청의 개방적 입면과 도심복합구치소의 폐쇄적 입면이 상호조화를 이룰 수 있는 경관이 함께 고려되어 비례와 조화를 이루어야 한다. 이는 최초 계획될 때 함께 계획되는 것이 바람직할 것이다.

영문 초록

Today, in the circumstaces of severe space shortage of correctional facilities, it is very urgent to build the urban detention center in downtown. Being serious NIMBY phenomenon, in the condition of cannot building additional correctional facilities, each institutions has overcrowded problem and reveals various side-effects of taking prisoner on trial and convicted prisoner in the same institution, which is definitely different functions that should be separated at first planning level. Being located in the urban context, detention center have to connected with justice facilities, police station and public administration institutions for fast and rational process for synergy effect. But, in Korea, except a few metropolis, prisoners and staffs had been suffered for double function with detention center in the same time, which had made various problems so far. The purpose of this study is to focus on how to make the balanced landscape structure between urban context and detention center in the metropolis downtown. This study would be one of the good reference for building urban detention center and would be helpful methodologies of placement to connect with public institutions and would be helpful methodologies for suitable function in the future
