국문 초록

4차 산업혁명의 빠른 확산으로 인하여 개인정보 보호에 대한 중요성이 날로 강조되고 있다. 최근 글로벌 기업의 활동에 영향을 미치는 위험요소 중 사이버 범죄에 대한 위험요소가 10위 안에 포함되는 통계결과가 나왔다. 이러한 사이버 범죄가 성행하는 업종 중에 대표적인 업종이 제조업이나 금융업이다. 특히 제조업에서도 대표적으로 자동차 제조업 분야는 조만간 자율주행자동차의 상용화를 목표로 하고 있으며, 상용화가 시작되면 전국적인 도로정보망이나 기타 교통통신정보, 수많은 운전자들의 개인정보들이 활용될 것이고 이러한 정보들이 사이버 범죄에 무방비로 노출될 것이 자명하다. 이 외에도 최근 코로나19의 확산으로 인하여 수많은 기업들이 재택근무를 시행하고 있으며 점차적으로 회사에서도 직원들에게 재택근무형태를 권장하고 있는 추세이다. 이러한 이유로 기업 내에 보관되어 있는 수많은 개인정보들이 외부로 노출되는 위험이 커졌고, 이에 대한 문제들을 예방하기 위해서 개인정보 피해에 대한 대비책으로 보험에 가입하고자 하는 기업들이 증가하고 있다. 한편 이러한 개인정보보호와 관련된 보험은 현재 임의보험으로 시행되고 있으나, 최근 통신시설업을 영위하는 기업에 대해 보험가입을 의무화하는 법제도가 시행되었다. 이는 4차 산업혁명과 코로나 사태를 극복하기 위해서도 매우 시의적절한 입법이라고 판단되며, 이러한 디지털 시대에 개인정보 보호보험의 중요성이 국민 전체적으로 널리 인식되어 다가올 사이버 위협에 대해 적극적으로 대비해야 할 필요성이 있다.

영문 초록

Due to the rapid spread of the Fourth Industrial Revolution, the importance of personal information protection is increasingly being emphasized. Recently, among the risk factors affecting the activities of global companies, a statistical result was found that the risk factor for cybercrime was included in the top 10. Among them, the industries where cybercrime is prevalent, manufacturing and financial industries are representative. In particular, the automobile manufacturing industry, as a representative of the manufacturing industry, aims to commercialize autonomous vehicles sooner or later. When commercialization begins, the nationwide road information network, other traffic communication information, and personal information of numerous drivers will be utilized, and it is obvious that such information will be exposed unprotected to cybercrime. In addition, due to the recent Coronavirus outbreak, many companies are working from home, and there is a trend that gradually encourages employees to work from home. For this reason, the risk of exposing numerous personal information stored in the company to the outside has increased, in order to prevent these problems, more companies are trying to purchase insurance as a countermeasure against damage to personal information. On the other hand, such insurance for personal information protection was implemented as a voluntary insurance, but recently, a legal system that makes it compulsory for companies operating in the telecommunication facility business has been implemented. It is judged that this is a very timely legislation to overcome the Fourth Industrial Revolution and the Corona crisis. In this digital age, the importance of personal information protection insurance is widely recognized as a hole, and there is a need to prepare for the coming cyber threats.
