독일의 ‘인더스트리 4.0(Industrie 4.0)’과 도전과제

국문 초록

3차 산업혁명 이후 독일은 산업혁명의 중심적인 위치에 서 있었다. 독일의 자동차 산업과 기계 산업은 여전히 탄탄하였고, 정보화사회에 대한 대응도 빨랐기 때문이다. 그러나 4차 산업혁명 시대를 맞이하면서 독일은 새로운 도전에 직면하게 되었다. 무엇보다 독일 경제가 하향곡선을 그리면서 산업분야에서는 4차 산업혁명에 대응할 필요성이 제기되었다. 그에 따라 독일은 국가차원에서 새로운 하이테크 전략을 마련하였고, 그와 함께 산업계의 변화를 꾀하게 되었다. 그러나 독일의 하드웨어는 인더스트리 4.0을 충족시키고 있지만, 국민성, 교육, 사회체계, 개인정보보호법 등 소프트웨어는 아직도 그에 미치지 못하고 있다. 그와 비교해 볼 때, 한국은 하드웨어, 국민성, 교육, 사회체계 등은 이미 4차 산업혁명시대에 진입해 있지만, 법률적 지원이 그에 미치지 못하고 있는 것 같다. 지난해 말에 통과된 데이터 3법은 여전히 미흡한 부분이 많다. 중요한 법률들은 여전히 국회에서 계류되다 폐기되고 있다. 더욱이 규제개혁을 위해 제정되는 법률들은 상대적으로 한국기업들만 통제하는 불균형을 초래하고 있다. 독일과 한국이 4차 산업혁명을 선도하고 있지만 도전과제도 생겨나고 있다. 그에 따라 독일의 도전과제를 보안문제, 디지털 기계에 의존 및 기계의 결함문제, 일자리 문제, 법적 문제로 구분해 보았다. 독일 인더스트리 4.0의 도전과제는 한국의 도전과제이기도 하다. 독일의 사례를 거울삼아 한국이 4차 산업혁명을 주도해 나아가야 할 것이다.

영문 초록

Since the Third Industrial Revolution, Germany has been at the center of the Industrial Revolution. Germany’s automobile and machinery industries were still solid, and the response to the information society was quick. But facing the era of the fourth industrial revolution, Germany faces new challenges. Above all, as the German economy is on a downward spiral, there is a need to respond to the fourth industrial revolution in the industrial sector. As a result, Germany has come up with a new high-tech strategy at the national level, and along with that, it is seeking to change the industry. However, while German hardware meets Industry 4.0, software such as national character, education, social system and privacy law still falls short. By comparison, Korea has already entered the era of the fourth business revolution in hardware, national character, education and social system. But legal aid seems to be falling short of that. The Data 3 Act passed late last year still leaves much to be desired. Important laws are still pending in the National Assembly and being scrapped. Moreover, the newly enacted laws for regulatory reform are creating an imbalance that is relatively controlled only by Korean companies. Germany and Korea are leading the fourth industrial revolution, but challenges are also emerging. Accordingly, Germany’s challenges were divided into security issues, digital machinery dependence and machine defects, job problems and legal problems. The challenge for Germany’s Industry 4.0 is also a challenge for Korea. Korea should take the lead in the fourth industrial revolution by analyzing Germany’s case well.
