국문 초록

부분적으로 시작되었고 실행될 것으로 예상되는 남북한 철도협력사업은 남북한 관계의 측정 계기판이 될 수 있음에도 이에 대한 협상은 제대로 연구되지 못했다 본. 연구는 남북한 협상주체 간의 비대칭성에 주목하였다 그리고 . PIN 프로젝트 모델을 도입하여 내부정보를체계적으로얻을수 없는국제협상연구의한계를 극복하고 효과적 , 협상대안을 제시하였다. 아울러 “성공적 협상”을 위한 “숙의협상”의 핵심적 결손요건들도 조명하였다 남북한 . 간의 본 비대칭적 협상에서“실속 있는 결과”는 단순히 , 경제적 합리성을 단선적으로 추구하기보다 자신의 이해(利害)를 먼저 명확히 함으로써 도출될 수 있다. 그래서 본 사업이 장기적으로 순차적 파급효과들을 통해 북한의 사회 정치적･변화를 유도할 수 있다는 사실에 주목하여 협상의 참조변수들을 활용해야 된다. 그리고 “양보의 부정합”을 피하기 위해 한국 협상가들은 한국 측 양보를 객관화 하여 북한 측으로부터 연관･비(非)연관 사안들에서 동일한 양보를 받아내야 된다. 그뿐만 아니라 북한협상가들이유발하는 “다행증(euphoria)”의 함정에 빠지지 않기 위해서는 “협상가능영역(ZOPA)”을 정교하게 설정해 두어야 하고 업적주의나 국내정치 등 다른 목적을 위한 “성급한 성취”의 유혹을 멀리해야된다. 그 무엇보다 합의의구속성을 ‘참조변수’ 정도가아닌 협상의 지향점과 성패의 판단기준으로 하여 전체구도 전략(chips), 및 협상 칩들을 개발･적용하는 것이 중요하다.

영문 초록

While the partial initiation and expected realization of Inter-Korean Railway Cooperation Projects may serve as a gauge for inter-Korean relations, the project negotiations themselves have not yet been properly examined. Therefore, this study focuses on the asymmetry between the negotiators from the North and the South. The PIN Project Model is introduced to surmount the constraints of research on international negotiations in terms of gathering systematic information, and to propose an approach for effective negotiations. The key deficiencies of “deliberative negotiation” are also explored for “successful negotiation.” The current inter-Korean asymmetric negotiations will only achieve “substantial results” if South Korea first clarifies its own interests, beyond a blinkered course of mere economic rationality. As such, reference variables of negotiation need to be employed, referring to the fact that the project can induce long-term socio-political change in North Korea through sequential ripple effects. Thus, to avoid “mismatching of concessions,” the South Korean negotiators need to objectify their concessions and require equal concessions from the North Korean negotiators on related and unrelated issues. To prevent “euphoria” ensnarement by the North Korean negotiators, the South Korean negotiators also need to prepare a precise “ZOPA” and avert the lure of “hasty achievement” for other purposes, such as arrivism, domestic politics etc. Most importantly, the overall composition, strategy, and negotiation chips all need to be exploited assuming a binding agreement, not as mere “references,” but as the orientation and criteria determining the success or failure of the negotiations.
