국문 초록

이 연구는 북한의 MDGs(2011-2015)-SDGs(2016-2020)-NDGs(2021-2025) 이행전략과 특징을 살펴보고, 이를 토대로 SDG1(빈곤종식)과 SDG2(기아퇴치)에 대한 북한의 발전전략을 분석한다. 연구결과는 다음과 같다. 첫째, 북한은 2018년 비핵화 국면에서 SDGs 사업참여를 국가차원의 전략으로 격상시켰다. 즉 비핵화성공여부에 따른 대외개발협력과 투자여건을 갖추기 위한 공간으로 유엔 SDGs사업의 적극동참을 꾀한 것이다. 둘째, 북한의 NDG1(민생개선)과 NDG2(농업의 지속가능발전)는 (식량자급자족) 유엔 SDGs[1, 2] 이행을 위한 초기단계 즉 인프라 구축단계로 볼 수 있다. 도시개발 사회복지시스템 구축 기초생활 인프라구축 농업생산체계의 현대화 등의 측면에서 모델화작업이 현재형이기 때문이다. 이러한 모델의 확산과 유지정책에는 국내외 투자환경과 여건에 따른 재원확보 및 인력양성 참여주체 협력의 문제가 여전히 난제다. 셋째 NDGs 이행의 추진전략은 사회경제분야에서의 과학기술정보화와 선진과학기술의 도입, 그에 따른 국제사회협력이다. 이 때문에 북한은 올해를 ‘과학의 해’로 규정하고 산업정보화와 전문 인력양성에 사활을 걸고 있다. 이런 SDGs 측면에서 유엔의 사업은 북한의 발전전략에서 핵심 공간이다. 넷째 유엔 SDGs와 남북교류협력 사업을 연계할 때 유념해야 할 것은 북한의 발전전략을 과학적으로 해석하고 그와 연계된 기술적 협력공간들을 끊임없이 모색하는 것이다. 본 연구에서는 그러한 인식의 공간들을 도출했다는 의미가 있다.

영문 초록

This article examines North Korea s implementation strategies and characteristics of the MDGs(2011-2015)-SDGs (2016-2020)-NDGs (2021-2025), and based on this, analyzes North Korea s development strategies for SDG1(No Poverty) and SDG2(Zero Hunger). The research results are as follows. First, North Korea upgraded its participation in the SDGs to a national strategy during the denuclearization phase in 2018. In other words, it was intended to actively participate in the UN SDGs project as a space for external development cooperation and investment conditions depending on the success of denuclearization. Second, North Korea s NDG1 (Improving people’s livelihood ) and NDG2 (Sustainable development of agriculture, self-sufficiency of food ) are the initial stages for the implementation of the UN SDGs [1, 2], that is, infrastructure construction. This is because the modeling work is currently in progress in terms of urban development, social welfare system construction, basic living infrastructure construction, and agricultural production system modernization. In the policy of spreading and maintaining this model, the problems of securing financial resources, manpower training, participatory agents , and cooperation according to domestic and foreign investment environments and conditions are still difficult. Third, the promotion strategy for the implementation of NDGs is the informatization of science and technology and the introduction of advanced science in the socio-economic field, and international social cooperation accordingly. For this reason, North Korea has defined 2021 as the “Year of Science” and is devoting its life and death to industrial informatization and professional manpower training. In this respect, the UN s SDGs project is a key space in North Korea s development strategy. Fourth, One thing to keep in mind when linking the UN s SDG project with the inter-Korean exchange and cooperation project is to scientifically interpret North Korea s development strategy and constantly seek the micro-cooperative spaces related to it. In this study, it is meaningful that such spaces of perception were derived.
