국문 초록

중국의 해상민병대는 정규 해상 병력은 아니지만, 그에 준하는 해상 군사행위를 하고 있다. 중국 관할 해역에서 자국의 국가이익을 위해 노력하며 외부 해상 월권행위에 맞대응하고, 선전선동의 역할을 함께 수행하고 있다. 그리고 중국은 해상민병대를 활용하여 남중국해에서 미국과 패권경쟁을 다투고 있다. 미국은 중국이 이 해역에서 해상민병대를 민간선박으로 위장하여 주변 해역에 대한 해상질서를 훼손하고 있으며 이 해역을 지나는 선박들의 항행의 자유를 방해하고 있다고 주장하고 있다. 본 연구는 중국의 해상민병대의 실체와 실제 중국정부와의 관계 등을 전반적으로 살펴보았다. 그리고 이를 보다 구체화하기 위해 중국의 언론보도에 대한 통계분석 및 텍스트 네트워크 분석을 진행하였다. 분석결과 첫째 해상민병대는 군사조직 성격이 강하며 중국 정부와 관계가 있음을 확인하였다. 둘째 해상민병대 조직은 상당히 체계화 조직화 되어 있음을 확인하였다 . 셋째 중국 해상민병대의 주요 활동지는 남중국해이며 갈등 주체는 미국임을 확인하였다. 넷째 중국의 해양패권 경쟁의 주요 목표는 국익 실현임을 확인하였다.

영문 초록

The Chinese maritime militia is not a regular maritime force, but is engaged in a comparable maritime operation. It strives for its national interests in China s jurisdiction, responds to external maritime arrogation, and plays a role in promoting propaganda. And China is competing for regional hegemonic rivalry with the U.S. in the South China Sea using the maritime militia. The U.S. claims that China is undermining maritime order in the sea area around China by disguising maritime militia as civilian ships, and obstructing the freedom of navigation of ships passing through the South China Sea. The study looked at the reality of China s maritime militia and its relationship with the Chinese government. For this, statistical analysis and text network analysis of Chinese media reports were conducted. According to the analysis, the first, China s maritime militia is confirmed that it has a strong military organization and is related to the Chinese government. Second, the maritime militia is identified as highly well-organized. Third, it is confirmed that the main activity area of the maritime militia is the South China Sea, and that the U.S. is the main target of China s conflict. Fourthly, the main goal of China s maritime hegemony competition is to defend the national interests.
