[논문철회] 상비군 감축 시대 선진화된 예비전력 운용과 구축 방안

국문 초록

이 논문의 목적은 인구급감 시대 병력자원 감축이 불가피함에 따라 상비군을 보완할 수 있는 최정예 예비전력 운용과 과제를 제시해 봄에 있다. 이를 위해 예비전력의 개념과 발전 과정을 살펴보고, 「국방개혁 2.0」을 중심으로 예비전력 정예화 추진 현황과 과제를 제시했다 무엇보다 지속적인 상비병력 감축을 고려해본다면 현재 시행중인 평시복무 예비군 제도를 보완하여 상시복무(Full-Time) 제도의 도입이 시급하다. 상시복무 제도 도입을 통해 전평시 필요한 부족한 간부문제를 해결하고 전투력 발휘를 보장하기 위해 관련법 규정 및 개정과 보상 등이 선행돼야 한다. 또 예비군 훈련비의적정 수준과 전력보강이 필요하다. 예비군 훈련 수당을 최저임금에 준하는 수당을 지급하고 정부 국방부 지방자치단체가 협력하여 예비군 복지정책을 꾸준히 추진해야 한다. 예비군 병력 축소를 보완할 수 있는 상비군에 준하는무기체계 현대화와 4차 산업혁명 기술을 활용한 실제 전장과 같은 훈련장 구축과 ‘코로나-19’ 위기상황과 같은 비전통적 안보 위협 대비 원격교육 시스템 구축에 필요한 보안과제반 여건조성이 요구된다. 아울러 전시에 전장에 투입할수 있도록 상비군과 예비군의 연계성을 강화하는 방안이 꾸준히 모색돼야 한다. 이를 위해서 상비부대 하에 동원보충부대를 편성하고 상비부대와 연계하여 전시 임무수행 훈련이 가능해져야 할 것이다.

영문 초록

The main purpose of article is to suggest how to operate the best reserve force and examine challenges to supplement standing armies. This is necessary as the reduction of troop resources in South Korea is inevitable due to a sharp decrease in the population. To this end, it explores the concept of reserve forces and its development, and then presents the current status and tasks of encouraging elite reserve forces focusing on 「Defense Reform 2.0」. Above all, considering the continuous reduction of standing forces, it is important to introduce a full-time military reserve system by supplementing the current peacetime reserve military system. Establishing and revising related laws and compensation should be a prerequisite to solving the problems of insufficient military officers needed in war and peacetime and to ensure combat capabilities. In addition, the appropriate level of reserve force training spending and military reinforcement are needed. Currently, the compensation for reserve forces training is inadequate, particularly when compared to the minimum wage. Reserve army training allowances equivalent to the minimum wage should be paid, and the government, the Ministry of National Defense, and local governments have to work together to promote policies for reserve army welfare. It is vital to modernize weapons systems suitable for standing forces to supplement the reduction of reserve forces, build training sites (such as actual battlefields using the 4th Industrial Revolution technology), and create security conditions necessary to build remote education systems against non-traditional security threats such as COVID-19. Ultimately, the government should seek ways to strengthen the connection between standing forces and reserve forces so that they can be deployed to the battlefield during wartime through the establishment of advanced elite reserve forces. In order to achieve this goal, supplementary mobilization units should be organized under the standing army and military exercises to perform wartime missions should be carried out in connection with the standing forces.
