국문 초록

본 연구는 2010년부터 실시된 지방교육재정 분석 제도의 현황을 살펴보고, 제도 개선을 위한 과제를 도출하는 데 주된 목적이 있다. 이를 위해 먼저 지방교육재정 분석 제도를 개관하였고 지방교육재정 분석 지표를 중심으로 그 변화과정을 분석하였다. 주요 연구 결과는 다음과 같다. 첫째, 전체적으로 지표의 수는 줄어드는 것처럼 보이나, 세부지표를 고려하자면 실질적으로는 큰 변화가 없고 오히려 2015년 이후로 다시금 증가하는 양상이었다. 둘째, 분석 지표에 정부 시책이 반영되는 시기가 일시적으로 있었으나, 2018년 이후로는 대부분 정부 시책과는 크게 관련이 없이 교육재정의 건전성과 효율성을 객관적으로 측정할 수 있는 방향으로 체계가 갖추어지고 있었다. 셋째, 분석 지표의 체계는 과거에 비해 보다 체계적으로 구성되고 있으며, 대부분 가치중립적 지표로 구성되어 있었다. 넷째, 분석과 평가 제도와의 일원화를 통한 지표의 뚜렷한 변화는 발견되지 않았으며, 이는 애초부터 두 제도가 본질적으로 동일한 성격을 지니고 있었음을 의미한다. 이상의 연구 결과를 토대로, 지방교육재정 분석 제도의 목적, 분석 항목 및 기준, 분석 방법, 추진체계 및 절차, 분석 결과 활용 측면에서의 과제를 도출하였다.

영문 초록

This study aims to examine the current status of the local education finance analysis system conducted since 2010 and derive tasks for improving the system. To this end, the local education finance analysis system was overviewed, and the change process was analyzed, focusing on local education finance analysis indicators. Key findings include: First, the overall number of indicators seems to be decreasing, but considering the detailed indicators, there has been no significant change in practice and rather an increase since 2015. Second, there were temporary periods when government policies were reflected in the analysis indicators, but since 2018, most of them have been in place to objectively measure the soundness and efficiency of the educational finance, not much related to government policies. Third, the framework of analytical indicators is more densely constructed than in the past, mostly consisting of value-neutral indicators. Fourth, however, no significant changes were found through unification with analysis indicators. It means that the analysis and evaluation system had essentially the same nature from the beginning. Based on the above research results, tasks were derived in terms of purpose, analysis items, criteria, analysis method, promotion system and procedures, and utilization of analysis results of the local education financial analysis system
