국문 초록

본 논문에서는 북한의 인권문제의 접근을 통해 한반도 통일의 상관성을논의하였다. 그동안 북한 인권의 심각성에 대한 국제사회와 한국의 우려와 노력에도 북한은 자신들의 존엄을 훼손하고 사회주의 제도를 전복하려는 불순한 의도라는 강경한 입장을 보이고 있으며 남북관계 단절과 국제적 고립이 심화되는 상황에서도 인권개선을 위한 노력은 가시적이지않다. 특히 체제유지를 위한 북한내부에서의 처형 및 숙청을 비롯한 공포적이며 억압적인 인권유린이 북한 전역에서 횡행하고 있으며 고립에따른 경제상황 악화와 주민들의 동요가 다시 인권침해의 악순환으로 이어져 체제의 내구성을 나날이 약화시키고 있다. 북한당국이 인권문제를 전 세계적으로 공통된 가치와 권리로 여기지 않고 정권유지를 위해 주민의 인권을 심각하게 침해할수록 체제위기는 가속화될 수밖에 없다. 열악하고도 심각한 북한 인권의 실태와 북한내부의불안정성이 긴박하게 증대되고 있는 상황 속에서 이제 우리는 인권상황의 개선 촉구뿐만 아니라 광범위하게 침해되고 있는 북한 인권 문제로 인해 대두될 포괄적인 상황들, 예기치 않은 사태나 통일의 가능성까지도염두에 둔 체계적인 대비책까지도 강구해야 할 시점에 있다. 논문은 북한의 인권문제와 남북통일의 밀접한 상관성의 의미를 통해 통일준비를위한 구체적인 과제를 제언하는 데 초점을 맞추었다.

영문 초록

This study is about the relationship between the human rights problems of North Korea and Korean reunification. Despite the concerns and efforts of international society regarding the seriousness of human rights violations in North Korea, North Korea has been reacting with the position that any comment on it is damaging their dignity and is motivated by an ulterior intention to subvert their socialist system. Even with ever deteriorating international isolation, the country has not made any attempt to improve human rights. Horrific and repressive infringement of human rights including purges and executions to maintain their system is widespread all around North Korea, and the worsening economic situation and perturbation of citizens lead to a vicious circle of human rights infringement, undermining the very foundation of the system. The more severely the North Korean regime infringes upon the human rights of their citizens to hold on to power, the more the crisis of the regime will accelerate. Within this context of ever increasing instability, South Korea is now at the crucial point where systematic preparations need to be made considering not only improving the human rights situation but also comprehensive situations caused by widespread human rights infringement including sudden upheaval and even reunification. This study focuses on suggesting detailed tasks for the preparation of reunification through the close relationship between the human rights problems in North Korea and reunification of the Korean peninsula.
