국문 초록

2020년 3월 11에 세계보건기구에 의해 팬데믹이 선언된 코로나19는 2021년 7월이 되어도 그 확산세가 누그러지지 않고 있고, 오히려 여러 변이 바이러스들이 새롭게 나타나 전세계의 모든 사람들의 삶을 계속 위협하고 있다. 코로나19 바이러스 자체는 사람을 차별하지 않지만, 코로나19 팬데믹이 가져온 영향은 모든 사회 구성원에게 공평하지 않다. 사회적 위기는 더 가난한 나라, 더 가난한 지역, 더 가난한 가정, 더 취약한 환경에 처해있는 사람들, 사회적으로 더 소외된 사람들, 소수자와 약자들에게 더 가중된 영향을 미친다. 이 점은 아동의 경우에도 마찬가지이다. 아동이 어른에 비해 코로나 바이러스 감염에 따른 위험이 낮은 것은 사실이지만, 아동은 독립적으로 사회･경제생활을 하기 어려우면서 아직 신체적･정신적･정서적으로 발달 단계에 있는 존재이므로, 사회적 위기 상황에 더 취약하고, 자신이 속한 지역, 가정, 환경 등에 따라 더 가중된 영향을 받기도 한다. 유엔은 코로나19 팬데믹이 공식 선언된 직후부터 코로나19에 대한 대응에 인권적 접근을 요청함과 아울러 코로나19가 아동에게 미치는 영향과 그로 인해 아동의 권리 향유 및 실현에 미치는 부정적 효과를 우려하면서, 코로나19 대응에 있어서 어떠한 아동도 뒤처지지 않도록 할 것을 강조해왔다. 이 논문에서는 코로나19와 아동의 권리에 관한 유엔의 주요 활동을 살펴본 다음, 코로나19 팬데믹 상황에서 아동의 권리와 관련하여 대두될 수 있는 주요 문제들을 아동권리협약 상 아동의 권리 영역별로 유엔이 제시하는 요청사항들과 함께 검토하고 그 시사점을 확인해보고자 한다.

영문 초록

COVID-19, which was declared a pandemic by the World Health Organization on March 11, 2020, has not abated even in July 2021, and rather several variants continue to threaten the lives of all people around the world. The COVID-19 virus itself does not discriminate against people, but the harmful effect of the COVID-19 pandemic is not distributed equally to all members of society. Social crises have a more aggravated impact on poorer countries, poorer regions, poorer families, people in more vulnerable situations, more marginalized people, and the minorities and disadvantaged. This is also true for children. Although children are at a lower risk of corona virus infection than adults, children are more vulnerable to social crises because they are still in their physical, mental and emotional development and do not lead social and economic life independently. Depending on their situation, including community and family, to which they belong, they may be more affected. The United Nations requested a human rights approach to the response to COVID-19 immediately after the COVID-19 pandemic was officially declared. The UN has concerned about the impact of COVID-19 on children and its negative effects on the enjoyment and realization of children s rights. The UN has also stressed the importance of ensuring that no child is left behind in the response to COVID-19. In this paper, I will take a look the main activities of the United Nations on “COVID-19 and children s rights.” Then, I would like to review the major issues that may arise in relation to the rights of children in the context of the COVID-19 pandemic along with the requests made by the United Nations for each area of the children s rights under the Convention on the Rights of the Child and check its implications.
