국문 초록

국제테러 환경은 지속적으로 악화되고 있음에도 불구하고, 한국기업 및 국민의 해외 진출 규모가 매년 증대되고 있는 상황에서 교민, 상사주재원, 여행객, 기자, 선원 등이 테러위협에 노출될 가능성이 높아지고 있다. 이에 따라 국외 대테러 위기관리는 중요한 외교안보정책으로 대두되었다. 2004년 6월 김선일 피살사건 당시 한국정부는 범정부적 통합된 대테러 위기관리 체계의 부재로 피랍 조기인지, 첩보 전파공유 체계, 교민안전관리, 협상구출 노력 등에서 많은 문제점을 노출하였다. 2004년 6월 김선일 사건에 대한 대테러 위기관리에 많은 취약점이 노출된 이후, 정부는 2005년 국가대테러활동지침 개정, 테러정보통합센터 및 영사콜센터 개소 등 국가 대테러 위기관리 체계를 개선하였다. 그러나 대테러 위기관리 체계의 법적 제도화와 실효성 있는 대테러리즘 활동을 위해서, 테러방지 관련법과 재외국민보호법 제정, NSC, 국정원, 외교부의 대테러리즘 업무능력 강화, 대테러리즘 교육연구전문가 양성, 대테러리즘 국제협력 강화를 위해 노력해야한다. 결론적으로 국외 테러사건을 예방하고 효과적으로 대응하기위해서는 대테러 위기관리 체계와 재외국민보호 체계의 유기적인 통합을 이루어내야 할 것이다.

영문 초록

Although environments of international terrorism have continuously deteriorated, overseas activities of Koreans by companies, travellers, reporters etc. have rapidly expanded. In these contexts, counter-terror crisis management for overseas terrorism has emerged as a significant task of foreign and security policy. During the incident of Kim Sun-Il in June 2004, many shortcomings were revealed in early recognition of kidnapping, intelligence dissemination and sharing, safeguarding Koreans abroad, negotiation and rescue due to the lack of the integrated system for counter-terror crisis management. Since criticism that arose in counter-terror crisis management during the Kim Sun-Il incident, Korean government has improved counter-terror crisis management system by amendment of ‘National Counter-Terror Action Directive’, establishments of ‘Terrorism Information Integration Center’ and ‘Consular Call Center’ in 2005. However, Korean government still did not establish legislative institutionalization and effective system of combating terrorism. Thus, government has to pursue following policy options: legislation of laws of terrorism prevention and safeguarding Koreans abroad, strengthening counterterrorism capabilities of NSC/NIS/MOFAT, strengthening education, research, and expert training in counterterrorism, and international counterterrorism cooperation. In conclusion, government should make every effort to integrate counter-terror crisis management system with safeguarding Koreans abroad system.
