국문 초록

영국의 지방자치는 제도적으로 볼 때는 중앙집권적인 성격이 매우 강하면서도 실제 작동 면에서는 지방정부 및 지방의회의 자율성이 상당히 보장되고 있다는 이중성을 갖고 있다. 이러한 영국의 지방자치 및 중앙－지방 관계는 지난 1979년 대처(Margaret Thatcher)가 이끄는 보수당 정부가 들어서면서 상당한 변화를 경험하게 된다. 그리고 1997년 블레어(Tony Blair)의 노동당 정부 하에서도 역시 많은 변화를 경험한다. 본 연구의 주요 목적은 이러한 변화의 가운데서 나타나는 일관성과 연속성을 고찰해 보는 데에 있다.본 연구의 또 다른 목적은 이러한 영국의 사례 분석을 통해 한국에서의 중앙정부와 지방정부의 관계, 특히 국회와 지방의회의 관계 발전에 주는 시사점을 논의해 보는 데에 있다. 널리 알려진 바와 같이, 한국의 지방자치는 그 역사가 일천하고, 그에 따라 중앙에 대한 지방의 자율성이 미비한 상태이다. 따라서 논의의 초점은 지방의 자율성 증진과 중앙－지방간 협력적 관계 형성이라는 두 가지 목표에 맞추어져 있다. 본 연구에서 얻을 수 있는 가장 중요한 시사점은 이 두 목표가 서로 긴밀하게 연결되어 있다는 사실이다.

영문 초록

The system of local government in Great Britain has dual characteristics in that it is guaranteed a high degree of local autonomy in its operation, while it is strongly centralized in institutional aspects. The country s local government system, and the relationship between central and local governments in particular, went through significant changes during the 18 years of the Conservative rule (1979-1996) led by Margaret Thatcher. The system has continued to evolve and adapt to changing environment, even after the Labor Party came to power in 1997. The main purpose of this study is to examine the consistency and continuity of Great Britain s local government system in the face of these changes and adaptations. Another purpose of this study is to discuss what implications this British case could offer for the relationship between central and local governments in Korea, and between the National Assembly and local assemblies, in particular. As widely known, the local autonomy in Korea is severely limited with the center exercising excessive control over the local. The discussion focuses, therefore, on how to promote the autonomy of local governments (and local assemblies in particular) while developing cooperative relationship between the central and local governments. One of the most important implications of this study is that the two objectives are not only closely related, but also perfectly compatible.
