국문 초록

본 논문은 국가 간의 횡적(cross sectional) 및 종적 분석(Longitudinal analysis)을 통해서 한국 사회의 신뢰수준의 하락과 구조를 이해하려는 노력이다. 한 사회의 신뢰수준을 이해하려는 이론들은 사회 중심적 설명모형(society-centered account)과 제도 중심적 설명모형(institution-centered account)로 나누어진다. 사회 중심적 접근방식을 선호하는 학자들은 자원결사체의 참여와 같은 시민적 개입(civic engagement)이 신뢰수준을 설명하는 가장 주요한 변수라고 주장한다. 반면에 제도 중심적 접근방식을 선호하는 학자들은 일반신뢰수준은 제도신뢰와 밀접한 관련이 있다고 주장한다. 경험적 비교분석은, 적어도 사회적 수준에서(at society level), 정치제도에 대한 신임이 높은 국가들이 일반신뢰수준이 높다는 사실을 확인시켜 주었다. 그리고 최근에 민주화 이행을 경험한 국가들은 선진 민주주의와 달리 제도신뢰의 하락과 일반신뢰의 하락을 동시적으로 경험하였다. 선진 민주주의 국가들에서 계층상승에 따른 신뢰수준의 상승이 뚜렷이 나타나는 것과 반대로 민주화 이행국가들에서는 계층에 따른 신뢰수준의 상승이 뚜렷하게 나타나지 않는다. 뿐만 아니라 최상위 계층이 중간층보다 낮은 신뢰수준을 보여 주었다. 이것은 엘리트 계층의 부패가담을 반영하고 있다고 보여 지며, 제도의 운영자들인 엘리트들의 부패가 왜 신생 민주주의 국가들에서 제도신뢰가 하락하고 있는 지를 설명해 주고 있다. 결론적으로 말해 한국사회의 신뢰수준은 제도신뢰의 하락에 기인하고 있는 것으로 판단된다.

영문 초록

This research is an effort to explain why social trust (or generalized trust) in South Korea has been in decline and how its structure has changed from 1982-2001 by comparing and contrasting the Korean case against 16 different countries. Social capital studies can be divided into two groups based on the context of how to explain the generalized trust level in a given society: the society-centered accounts and the institution-centered accounts. The society-centered accounts point to civic associations as the primary sources for trust, while the institution-centered accounts consider high trust in state institutions and agencies as prerequisite for building interpersonal trust. The empirical analysis, at least at the society level, confirms that the institution account is more applicable to reality. Unlike the established democracies, those states which went through democratic transitions in the last 20 years experienced a decline not only in institutional trust but also in interpersonal trust. It is also observed that, in contrast with the established democracies, the upper classes in new-born democracies did not demonstrate higher social trust than less-wealthy classes. The low trust level among the wealthy classes seems to reflect their involvement in embezzlement and corruption, which in turn, seems to be associated with lowering the institutional trust.
