영국 자동차산업과 브렉시트(Brexit)

국문 초록

미국식 포드주의를 영국식으로 수용하는 과정에서 영국의 자동차산업은 원만한 노사관계 정립을 중요시하는 인격적 자본주의를 발전시켜 나갔다. 양차 세계대전의 전간기를 거치면서 영국 자동차업체들은 급성장하였으나 2차 대전 이후 과잉시설에 대한 구조조정과 안정지향 위주의 투자 등은 산업 경쟁력 저하의 결과를 가져왔다. 1970년대부터 국가 경쟁력 강화를 위한 목적으로 완전고용 보장과 복지혜택에 대한 개혁의 필요성이 대두되면서 1980년대 대처 보수당 정권은 본격적으로 이에 대한 일대 개혁을 단행되었고 노동시장은 유연화되었다. 대량 실업과 제조업의 경쟁력 급락으로 인해 상당수 자동차 업체는 외국 경쟁사에게 매각되는 불행을 겪어야 했다. 그러나 현재의 영국 자동차산업은 저렴한 인건비와 노동유연성, 낮은 법인세, 정부의 적극적인 지원책 등으로 유럽 내에서도 상당히 경쟁력 있는 산업으로 육성되었다. 더욱이 EU라는 단일시장 틀 안에서 우수한 인력 확보와 관세혜택, 각종 R&D 지원 등의 다양한 혜택과 아울러 영국 정부 자체의 강력한 육성 지원 의지에 힘입어 유례없는 호황을 누리고 있다. 이러한 상황 속에서 촉발된 브렉시트는 영국이 그동안 EU라는 경제공동체 안에서 누려온 무관세, 협상력, 정책결정의 영향력, R&D 재정지원 수혜, 우수 노동력 유치 등의 혜택들을 잃게 되는 가능성도 제시하고 있다. 향후 브렉시트 협상 전개 방향은 유럽통합을 새로이 향후 어떠한 방향으로 전개될지에 관해서는 예측하기에는 어려우나 자동차산업에 적지 않은 영향을 미칠 것으로 판단된다.

영문 초록

In adopting Fordism, Britain developed so-called personal capitalism which emphasises establishhing a good relationship between management and workforce. The British motor industry had rapidly developed during the interwar period, but soon after the end of war, the industry declined due to its weakening competitiveness as a result of the industrial restructuring and lack of aggressive investment. In addition, there was an increasing demand of reforming the existing system of welfare and lifetime employment. The Thatcher government in the 1980s implemented a drastic reform and accordingly, the labour market became highly flexible. That was also the time when not a few British motor companies were sold to their foreign competitors caused by massive unemployment and decline of the industry. However, the motor industry in the UK today is highly competitive globally as well as in Europe. The main factors are low labour cost, employment flexibility, low corporate tax and the government s strong support for the industry. Moreover, Britain has enjoyed substantial benefits from the EU―as part of the single market. Free movement of labour, tariff exemption, and R&D subsidy from the EU are some of the benefits the single market has provided. As a result, the British motor industry is now at its peak in terms of production and sales. It seems that Britain would lose all the benefits it has enjoyed because of Brexit. It will take some time to conclude the Brexit negotiation, and it is hard to predict the result at the moment. However, this would seriously impact the British motor industry as the latter may lose all its existing benefits from the single market.
