국문 초록

본 논문은 제2차 세계대전 이후 낭트와 그 주변 지역의 탈산업화 과정에서 프랑스 정부 역할과 노동조합 정책 사이의 관계를 이해하는 것을 목표로 한다. 낭트는 프랑스에서 가장 중요한 조선 산업 도시였다. 정부 주도로 수립된 구조조정 계획은 1960년대부터 1980년대까지 탈산업화를 야기했으며, 조선소가 밀집했던 이 지역의 노동시장에 결정적인 영향을 미쳤다. 후에 프랑스민주노동연맹으로 재편되는 프랑스기독노동자총연맹과 노동총연맹은 즉시 구조조정에 반발했으며, 전후 세계경제 변화에 적응할 수 있도록 대형 선박 건조를 위한 시설 확충에 필요한 새로운 투자를 요구한다. 그러나 프랑스 정부는 이러한 요구를 고려하지 않았으며 오히려 조선산업의 구조조정으로 요약되는 정책을 선택하게 된다. 정부의 계획에 따라 중소 규모의 조선소들은 규모가 상대적으로 큰 소수의 조선소에 인수, 합병되고 만다. 이 과정에서 공장 폐쇄와 대량해고가 뒤를 이었다. 경우에 따라서는 조선소 시설을 이용해 업종변경이 이루어지기도 하였지만 새로운 일자리를 창출하지는 못했다. 이 과정에서 프랑스의 조선산업은 알스톰이나 슈네데르 같은 초국적 기업에 지배를 받게 되었으며 국가는 노동자와 거대 자본의 중재자로 등장하게 된다.

영문 초록

This article aims to understand the relationship between role of French Government and policies of trade-unions in the process of the deindustrialization in Nantes and it s surrounding area after the Second World War. Nantes was one of the most important industrial city for the French shipbuilding. Carried out by the government, the industrial restructing plan causes the deindustrialization from 1960 s to 1980 s and has a decisive effect on the labour market in this region. Trade-unions, first of all the CFTC (later the CFDT), then the CGT, react immediately and demand new investment for the construction of the production facility permitting to build large vessel in order to adapt to the economic change in the Post-war period. The French Government doesn t consider this requirement and choices the different way to reorganize the French shipbuilding industry. By a governmental plan, small and medium-sized dockyards merged into several big dockyards, involving factory shutdowns and a mass discharge of workers. The industrial reconversion was occasionally proceeded, but didn t reach the job creation. In this process, the shipbuilding industry was finally controled by transnational corporations(Alstom, Schneider etc.) and the State appears as arbitrator between workers and huge capital.
