국문 초록

본 논문은 중동부유럽 4개국들(체코, 폴란드, 슬로바키아, 슬로베니아)의 공적개발원조(ODA) 정책 형성과 변화를 대외적 요인들을 중심으로 분석한다. 이 국가들은 2004년 EU 신규 회원국 가입과 2013년 OECD/DAC 신규 회원국 가입을 통해서, 과거 선진국으로부터 원조를 받던 수원국에서 개발도상국들에게 원조를 제공하는 공여국으로의 전환에 성공한 바 있다. 이와 관련된 기존의 연구들은 국가별 사례로만 분절적으로 접근하면서 ODA 정책 형성과 변화에서의 차별점을 보여주는 대내적 요인을 강조하였던 바, 본 논문은 중동부유럽 4개국들의 ODA 정책 형성과 변화에서의 공통점을 보여주는 대외적 요인을 중점적으로 살펴본다. 이에 본 논문은 이러한 대외적 요인으로 유럽연합화(EU-ization)과 경제협력개발기구화(OECDization)라는 두 가지 동학에 주목하여 분석을 수행한다. 연구 결과, 유럽연합화는 중동부유럽 4개국 모두에서 ODA 정책 형성 및 변화에 중요한 영향을 미친 것으로 분석되었으나, 경제협력개발기구화는 중동부유럽 4개국들 중 일부 국가들에서만 ODA 정책 형성 및 변화에 제한적인 영향을 미친 것으로 분석되었다.

영문 초록

This study aims to analyze the formation and evolution of ODA policies of four countries in Central and Eastern Europe (Czech Republic, Poland, Slovakia, and Slovenia) focusing on external factors. These countries have succeeded in transitioning from aid-recipient countries to donor countries in international development cooperation, through the accession to new EU member states in 2004 and the accession to new OECD / DAC members in 2013. Previous studies emphasized the internal factors that show differentiation in ODA policy formation and evolution, while approaching segmental cases individually by country. However, this study focuses on the external factors that show the commonness of ODA policy formation and evolution among four countries in Central and Eastern Europe. These external factors include structural analysis focusing on the conceptual framework of EU-ization and OECDization. The results of this study suggest that EU-ization has a significant influence on the formation and evolution of ODA policies in all four countries. However, the influence of OECDization on ODA policy formation and evolution in the four countries was relatively limited compared to the influence of EU-ization.
