국문 초록

임진전쟁은 한국사와 동아시아사에서 16세기말 국제질서와 정세변화를 가져온 중요한 역사사건이다. 임진전쟁은 국제전쟁으로 정치, 외교, 군사, 경제, 문화, 사상의 측면에서 큰 변화를 초래했다. 이런 임진전쟁의 역사성으로 많은 연구가 있었음에도 임진전쟁의 당사자로써 국왕 선조의 전쟁인식과 전쟁지도에 접근이 없어 본 연구는 조선의 통치차원에서 청주성 전투와 청주에 주목하고자 한다. 특히, 전쟁기간이란 특수성 아래에서 청주지역과 백성들의 상황을 전황과 조선의 통치라는 관점에서 살펴보고자 한다. 임진전쟁 시기에 청주는 일본군의 주요 진격로에 포함되어 일본군에 의해 일찍 점령되었다. 특히 청주는 일본군이 한성(서울)으로 진출하는 요충지에 위치했다. 조선은 전쟁이전 나름대로 군사동원체제, 군사통신체계, 군사교통체계를 갖추었다. 그러나 임진전쟁시기 이러한 시스템은 효율적으로 작동되지 않았으며, 무엇보다 청주의 군사적 중요성에도 불구하고 조선군 지휘관들의 무능과 낮은 전투의지로 전쟁에 대응하지 못했다. 전쟁초기에 청주는 일본군에 의해 점령되어 일본의 전쟁지도에 입각하여 군수물자수송 및 병력조달의 요충지로 기능했다. 이러한 청주의 군사전략적 중요성을 인식한 의병은 청주성을 탈환하고자 계획했다. 비록 병력은 많지 않더라도 정규군이었던 일본군이 수성하는 청주성을 탈환하기 위한 의병의 청주성전투는 매우 열악한 조건에서 시도되었다. 지형지세를 활용하고, 충주로 탈출할 수 있는 기회를 제공하는 등 의병의 청주성전투는 매우 효율적으로 전개되어 의병중심의 조선은 청주성을 탈환하게 되었다. 의병에 의한 청주성전투 승리는 조선의 전쟁지도에 큰 힘이 되었다. 무엇보다 청주성탈환전투에서 승리함으로써 임진전쟁 시기 의병의 전투활동은 재평가 받게 되었다. 이후 조선은 일본군이 점진적으로 남해안으로 물러나자 청주를 비롯한 충청도 각지에서 모병 및 훈련을 시행함으로써 효과적으로 전쟁에 대응하고자 했다. 그 핵심은 유성룡의 진관체제 부활로 나타났다. 모병과 군량조달, 엄격한 훈련의 시행은 충청도와 청주 백성들의 삶에 어려움을 초래했다. 전쟁기간 중에 청주 백성들은 일본군에 의한 전쟁의 위험을 경험하고, 모병·군량조달 등 조선의 전쟁기 통치를 통해 이중의 고충을 겪었다. 이러한 백성들의 고난은 전쟁시기 발생한 민란에 동조하는 경향으로 이어졌다. 민란에 대한 동조는 민란진압이후 조선의 가혹한 통치로 이어지는 악순환이었다.

영문 초록

The Imjin War(壬辰戰爭) was a historical event that changed the international order of East Asia and the development of history in Korea, China, and Japan in the late 16th century. The Imjin War was an international war in East Asia that marked a major change in the times in various fields such as politics, diplomacy, military, economy, culture, and ideology. In order to analyze the historical significance of the Imjin War, it is essential to study the understanding of War (戰爭認識) and War command(戰爭指導) of the King Seonjo of the Joseon. During the war period, the government forces in Cheongju should study the war response and people s war experiences and lives. During the Imjin War, the Cheongju area was located on the main route of the Japanese army. Cheongju area is a major military defense against Seoul. Joseon had a very detailed transportation system and communication system at that time. But despite the military importance of Cheongju, the military commander who commanded the government forces in Cheongju had no strong will to defend himself. In the early days of the war, Cheongju was occupied by the Japanese army and used as a military supply and key point by the Japanese army. The righteous army(義兵) formed a coalition force and planned to recapture Cheongju. The righteous army s attack on Cheongju was a very difficult military operation to attack the fortress. The righteous army carried out a very efficient military operation that paved the way for the Japanese army to retreat. The recapture of Cheongju area achieved by the righteous army greatly helped the Joseon war process. The recapture of the Cheongju area is significant as a successful military operation by righteous army during the Imjin War. The people of Cheongju experienced great difficulties in the process of changing the defense system of the Joseon. During the war, the people of Cheongju experienced looting by the Japanese army and suffered from many taxes imposed by Joseon. In response to this pain, the people of Cheongju sympathized with the rebellion, and after the rebellion, they became the center of attention by Joseon.
