국문 초록

본 연구는 한국장애인 고용촉진공단에서 수행된 중증장애인 직업영역 개발사업의 동향을 분석함으로써 향후 보다 발전된 중증장애인 직업영역개발사업을 하기 위한 기반을 마련하기 위해 수행되었다. 이를 위해 1994년부터 2007년까지 수행된 중증장애인 직업영역개발사업을 사업의 목적 및 내용, 장애유형별, 직무영역별로 분석하였다. 연구결과, 42개 단위사업이 조사되었으며 참여 장애유형은 13개 유형이고 개발된 직무는 총 28개 직무였다. 직업영역 개발사업의 목적은 지적장애인, 시각장애인의의 직업영역 확대 → 장애 유형별 적합 직종 개발 → 고용형태, 고용환경과 적절한 편의의 개발 → 고용창출을 목표로 하는 전략직종 및 다양한 고용방법의 개발로 변화되고 있는 것으로 나타났다. 장애유형별 직무개발 현황을 살펴볼 때 15유형의 장애 중 13개 유형에 대하여 직업영역개발사업을 통한 직무개발이 이루어졌다. 직무영역별로 볼 때는 텔레마케팅 등 28개 직무를 개발하였으며 장애유형과 직종 간 매치에 있어 일정한 경향은 나타나지 않았다. 단 시각장애인의 경우에는 헬스키퍼, 공연전시직종과 같이 시각장애인 만이 할 수 있는 강점을 활용한 직무가 개발되었다. 시각, 청각 등 감각장애와 지적장애, 자폐성장애, 정신장애 등 정신적 장애인의 경우에는 장애인의 직무적합성과 더불어 정보전달, 생활관리 등에 대한 지속적인 지원체계가 전제되어야 하며, 기타 유형의 경우 개별 인적 특성과 환경적 측면의 매치가 더 중요한 것으로 나타났다. 이러한 결과를 바탕으로 지속적인 직업영역개발사업 수행 및 지원시스템의 개발, 미개척영역에 대한 도전과 개발된 프로그램의 현장전이가 유기적으로 이루어지는 R&D체인의 구축, 사업기회 확보를 위한 지자체, 대기업 등 다양한 기관과의 연계활성화 등이 향후 직업영역 개발사업의 활성화 방안으로 제시되었다.

영문 초록

This paper analyses the trend in the vocational development project for people with severe disabilities executed by the Korea Employment Promotion Agency for the Disabled. The purpose of this study is to provide a foundation for developing vocational projects for people with disabilities in the future. The projects from 1990 to 2007 were analyzed by their purpose, content, type of disability, and type of vocation. As a result, 42 separate projects were examined. 13 types of disability related projects were conducted and 28 new jobs were developed. The purpose of developing vocational sectors has also changed. First from increasing the number of jobs for people with intellectual and visual disabilities, second, developing jobs vis-a-vis the type of disability, third, enhancing employment type, working environment and reasonable accommodations, and last to developing strategic jobs and diverse methods of employment for the purpose of creating jobs. Current vocational development according to type of disability shows that jobs were developed for 13 out of 15 types of disability. 28 jobs such as telemarketing have been developed. There was no corelation between the type of disability and the type of job matched. However, jobs that would magnify the abilities of people with visual impairment, such as health keepers or guiding people in dark places such as theaters were developed. For people with sensory disabilities(visual and hearing) and mental disabilities(intellectual disability and developmental disability) the type of job as well as support for daily actives is important. For other types of disability matching personal characteristics and environmental factors is more important. Based on these results, several ways to promote the development of vocational sectors henceforth were brought up. We should continue to develop vocational sectors and support systems, be active in developing new job sectors, streamline R&D and transition of developed programs to the workplace, and promote active collaboration with diverse entities such as large companies and local government.
